4 Regulations Dog Owners Need to Know
Firstly, register with the commune-level People's Committee.
According to Article 1.3 of the Task and Solution Section of Decision 193/QD-TTg 2017, it is stipulated: Dog owners must notify the village chief or the commune-level People's Committee of dog ownership; simultaneously committing to confine (or tether) and keep the dog within the family's premises.
Secondly, vaccinate against rabies.
As stipulated in Appendix 7 of Circular 07/2016/TT-BNNPTNT, dogs and cats are animals subject to compulsory rabies vaccination. The owner must bear the cost of rabies vaccination for dogs and cats.
According to Clause 2, Article 7 of Decree 90/2017/ND-CP, a fine from 600,000 VND to 800,000 VND will be imposed if rabies vaccination is not administered for animals required to be vaccinated.
Thirdly, muzzle the dog when taking it out in public.
Point b, Clause 2, Article 7 of Decree 90/2017/ND-CP stipulates:
Failure to muzzle dogs or leash them, or not having someone lead them when taking them to public places will result in a fine from 600,000 VND to 800,000 VND.
Additionally, according to Article 603 of the Civil Code 2015: The owner of an animal must compensate for damages caused by the animal to others. The possessor or user of an animal must compensate for damages during the time of possession or use of the animal, unless otherwise agreed.
