What are conditions for granting diplomatic passports in Vietnam?

In Article 10 of the Law on Entry and Exit of Vietnamese Citizens 2019, conditions for issuance of diplomatic passports and service passports are stipulated as follows:

Conditions for issuance of diplomatic passports and service passports

Vietnamese citizens shall be issued with diplomatic passports or service passports if they:

1. are specified in Article 8 or Article 9 of this Law; and

2. are assigned or permitted overseas travel by competent agencies and individuals specified in Article 11 of this Law to perform missions.

Thus, the conditions for issuance of diplomatic passports are:

(1) Being sent or permitted by a competent agency or person to go abroad to perform a work assignment.

(2) Belonging to the following subjects:

- General Secretary of the Party Central Committee, Politburo member, Secretary of the Party Central Committee, Member of the Party Central Committee, alternate member of the Party Central Committee;

Heads and deputy heads of agencies under the Party Central Committee, other agencies established by the Party Central Committee, the Politburo, the Party Central Committee Secretariat, and the Party Central Committee Office; Member of the Party Central Committee's Inspection Committee;

Secretary, Deputy Secretary of the Provincial Party Committee, City Party Committee of centrally-run cities, Party Committee of the Central Agencies Sector, Party Committee of the Central Business Sector;

Special envoy, assistant, secretary of the General Secretary of the Party Central Committee; Assistant of Politburo member.

- Chairman of the National Assembly, Vice Chairman of the National Assembly; the head, the head's deputy, the Standing Member of the National Assembly agency; heads and deputy heads of agencies under the National Assembly Standing Committee and Office of the National Assembly;

State Auditor General, Deputy State Auditor General; Congressman; assistant and secretary of the Chairman of the National Assembly.

What is validity of diplomatic passports in Vietnam?

Article 7 of the Law on Entry and Exit of Vietnamese Citizens 2019, stipulates validity of entry and exit documents as follows:

Validity of entry and exit documents

1. Diplomatic passports and service passports shall be effective from 1 to 5 years; can be extended no more than 3 years per instance.

2. Validity of regular passports is as follows:

a) Regular passports issued to persons from 14 years of age shall be effective for 10 years and shall not be extended;

b) Regular passports issued to persons under 14 years of age shall be effective for 05 years and shall not be extended;

c) Regular passports issued by shortened procedures shall be effective for no more than 12 months and shall not be extended.

3. Laissez-passers shall be effective for no more than 12 months and shall not be extended.

Thus, diplomatic passports have a validity period from 1 year to 5 years and can be renewed once for no more than 3 years in Vietnam.
