Which types of documents and papers is the Director General of the Consular Department authorized to sign?
The authority to sign various papers and documents of the Director of the Consular Department is stipulated in Clause 1, Article 4 of Circular 02/2020/TT-BNG. To be specific:
- Sign the issuance, extension, amendment, and supplementation of diplomatic passports and official passports;
- Sign the official dispatches sent to foreign representative agencies;
- Sign the issuance of visas, extension of temporary residence for foreigners under the management authority of the Ministry of Foreign Affairs;
- Sign consular legalization, consular certification, and certification of documents and materials presented at the Ministry of Foreign Affairs;
- Sign documents notifying or guiding consular administrative procedures for local foreign affairs agencies and representative agencies;
- Sign permits for landing and take-off for foreign special aircraft carrying guests invited by the Communist Party and the State, and for escort or advance flights for those special aircraft to conduct civil aviation activities in Vietnam;
- Sign the issuance of copies of civil status extracts for civil status events registered at the representative agencies and other documents as prescribed by law.
