1. Construction security guards must be trained in politics, law, and security skills in accordance with the provisions of Decree No. 126/2008/ND-CP and instructions in this circular. Every year, when there is a need for fostering and training security guards, the agency or organization managing the work must contact the Professional Training and Retraining Center of the Provincial Police or the Public Security Schools. people to have a plan to train security guards accordingly.

2. Professional training and retraining centers affiliated to the provincial-level Public Security Forces and the People's Public Security schools are responsible for compiling training curriculums for construction security guards; organize retraining, training, testing and granting certificates to subjects who have been fostered and trained. The content and training program must conform to the provisions of law and the actual requirements of the protection of works, which must include the following contents: basic knowledge of the law; security professional skills; basic measures in handling situations when performing tasks; regulations on management, use and skills of using support tools; basic knowledge of fire prevention and fighting, first aid for victims and some martial arts movements, self-defense, and arrest of offenders; ethics and professional behavior.

Each security guard training course must be guaranteed for at least 30 days.

Funds for fostering and training security guards shall be borne by the agency or organization managing the work.
