Where to Submit the Application for Export License of Plant Varieties?
Section 2, Article 11 of Decree 94/2019/ND-CP stipulates the order and procedures for issuing export licenses for plant varieties as follows:
- The organization or individual shall submit the application dossier to the Department of Crop Production. Within 03 working days from the date of receipt of the complete dossier, the Department of Crop Production organizes an appraisal and notifies the organization or individual if the dossier needs to be amended or supplemented. In case the organization or individual does not complete the dossier within 90 days from the date of receipt of the notification from the Department of Crop Production, the organization or individual shall resubmit the dossier in accordance with Clause 1 of this Article.
- Within 10 working days from the date of receipt of a complete and valid dossier, the Department of Crop Production organizes a dossier appraisal and issues the Export License according to Form No. 03.XK in Appendix VIII issued together with this Decree; publishes the information on the electronic portal of the Ministry of Agriculture and Rural Development and the Department of Crop Production. In case of non-issuance, a written reply stating the reasons must be provided.
Based on the above regulation, your company shall submit the application to the Department of Crop Production to apply for an export license for plant varieties.
