When shall loudspeakers used to lure swiftlets be active in Vietnam?

Section 2, Article 25 of Decree 13/2020/ND-CP stipulates for swiftlet breeding facilities in Vietnam:

...

The loudspeaker used to lure swiftlets must have a sound intensity measured at the speaker mouth not exceeding 70 dBA (decibels A); the broadcasting time to lure swiftlets is from 5:00 AM to 11:30 AM and from 1:30 PM to 7:00 PM daily, except as stipulated in point (dd) of this section;

In case the swiftlet house was in operation before the effective date of this Decree but does not meet the requirements specified in point (a), section 1 of this Article, swiftlet houses located within residential areas or less than 300 meters from residential areas are not permitted to use broadcasting speakers to emit sound;

Thus, according to the regulations, the broadcasting time to lure swiftlets is from 5:00 AM to 11:30 AM and from 1:30 PM to 7:00 PM daily.
