What Requirements Must Dog and Cat Owners Fulfill?
On November 19, 2018, the National Assembly of the Socialist Republic of Vietnam, Session XIV, at its 6th session, passed the Livestock Production Law No. 32/2018/QH14 (referred to as the Livestock Production Law 2018).
The Livestock Production Law 2018 regulates livestock production activities; the rights and obligations of organizations and individuals in livestock production activities; and the state management of livestock production.
According to the provisions of Article 66 of the Livestock Production Law 2018 (effective from January 1, 2020), dog and cat owners must comply with the following requirements:
- Vaccinate dogs and cats against rabies in accordance with the veterinary law;
- Immediately report to the commune-level People's Committee or local livestock and veterinary officials when there is a suspicion that dogs or cats show symptoms of rabies and follow the handling process in accordance with veterinary law;
- Implement measures to ensure the safety of people and other animals, maintain environmental hygiene, and ensure veterinary hygiene conditions;
- In cases where dogs or cats attack and cause damage, compensation for damages must be made in accordance with the law.
