What is Livestock?
On November 19, 2018, the National Assembly of the Socialist Republic of Vietnam, Session XIV, during its 6th meeting, passed the Livestock Production Law No. 32/2018/QH14 (referred to as the 2018 Livestock Production Law).
The 2018 Livestock Production Law regulates livestock activities; rights and obligations of organizations and individuals in livestock activities; and state management concerning livestock.
According to the provisions of the 2018 Livestock Production Law (effective from January 1, 2020), livestock includes cattle, poultry, and other animals used in livestock production.
Specifically, according to Clause 6, Article 2 of the 2018 Livestock Production Law, cattle are defined as mammalian animals with four legs that have been domesticated by humans for breeding.
According to this Law, organizations and individuals importing breeding males, semen, and embryos for cattle breeding must follow the following procedures:
- Organizations and individuals importing for the first time must submit one dossier to the Ministry of Agriculture and Rural Development; the dossier components are as prescribed by the Minister of Agriculture and Rural Development.
Within 3 working days from the date of receipt of the dossier, the Ministry of Agriculture and Rural Development shall check it; if the dossier is incomplete, they must issue a document requesting the organization or individual to supplement and complete the dossier.
Within 15 days from the date of receipt of the complete dossier, the Minister of Agriculture and Rural Development shall respond in writing; if rejecting, a clear reason must be stated;
- In the case of organizations and individuals importing semen and embryos for the second time from the same breed, they only need to provide written notification to the Ministry of Agriculture and Rural Development;
- In the case of organizations and individuals importing breeding males for the second time of the same breed and from the same production facility, they only need to provide written notification to the Ministry of Agriculture and Rural Development.
