Pursuant to Article 12 of Circular 15/2016/TT-BKHCN regulating contracts for scientific research funded by the National fund for science and technology development as follows:

1. The Fund's executive agency shall discuss, agree, and sign a Contract for scientific research and technological development (hereinafter referred to as contract) with the project leader and host organization according to the budget list approved by the Fund Management Council (Form NCUD04) specified in the Appendix issued with this Circular. In case of necessity, the Fund's Executive Agency shall organize an actual inspection of the organization or individual in charge of implementing the project before signing the contract.

2. Within 03 (three) months from the time the Fund sends the Funding Notice, if the topic leader and the host organization do not complete the topic explanation and contract, the Fund's Executive Agency requests the Fund's Management Board considers and decides to cancel the sponsorship of the project.

3. The contract is the legal basis in the process of implementing, inspecting, evaluating the project and resolving issues related to the project. Explanation of the topic after approval and adjustment documents during implementation (if any) is an integral part of the contract.

4. During the implementation of the contract, if any problem arises that may change the content of the contract, the host organization and project leader are responsible for reporting in writing for the Fund to consider and decide.

What is periodic reporting and evaluation of implementation of applied research projects sponsored by the National fund for science and technology development in Vietnam?

According to Article 13 of Circular 15/2016/TT-BKHCN regulating periodic reporting and assessment of the implementation of applied research projects sponsored by the National fund for science and technology development as follows:

1. Based on the progress and research content stated in the contract, the project leader and the lead organization prepare a periodic report on the implementation of the project and the use of project funds (Form NCUD05). specified in the Appendix issued with this Circular and sent to the Fund according to regulations.

2. The Fund organizes periodic assessments of progress, implementation results and use of funds of the project through periodic reports on project implementation; In case of necessity, the Fund organizes an actual inspection of the project implementation situation.

Inspection results are recorded in minutes certified by relevant parties.

3. The results of periodic evaluation and actual inspection are notified to the project manager as a basis for deciding on the continued implementation of the contract.

For topics that violate the terms committed in the contract, the Fund considers the level of violation to handle according to current regulations.

Article 14 of Circular 15/2016/TT-BKHCN regulates adjustment of names, objectives, and products of applied research projects sponsored by the National fund for science and technology development as follows:

1. For projects implemented by the lump sum method until the final product: No adjustments are allowed.

2. For projects implemented according to the partial payment method: Adjustments are considered and decided by the Fund based on advice from the Scientific Council or independent consultants.
