Pursuant to Article 26 of the Circular 24/2022/TT-BNNPTNT (effective from 15/02/2023) stipulating application for recognition of an animal disease-free zone in Vietnam as follows:

Application for recognition of an animal disease-free zone

1. Commune-level People's Committees (for areas registered for recognition of animal disease safety at commune, wards and townships), district-level People's Committees (for areas registered for recognition of epidemic safety) animals at district, district, town, provincial city and equivalent administrative units), People's Committee of province (for areas registered for recognition of animal disease safety at provincial level, direct city) centrally) hereinafter referred to as the People's Committee, direct specialized agencies and organizations to compile dossiers of registration for recognition of epidemic-free zones and submit 1 set of dossiers to the Veterinary Authority according to one of the following methods: Directly or via online public service or sent by postal service.

2. A dossier of registration for recognition of an animal disease-free zone includes:

a) A written request, made according to the form in Appendix II issued with this Circular;

b) A description of information about the registered area for recognition of animal disease free status, made according to the form in Appendix IV issued with this Circular.

3. In case the area fails to meet the requirements specified at Point c, Clause 5, Article 29, the People's Committee shall send a report on remedying the error to the Veterinary Authority as prescribed in Clause 1 of this Article.

Thus, the competent authority may submit an application for recognition of an animal disease-free zone in one of the following methods: Directly or via online public service or by postal service.

What are the conditions to be recognized as animal disease-free zones in Vietnam?

Pursuant to Article 22 of the Circular 24/2022/TT-BNNPTNT (effective from 15/02/2023) stipulating conditions to be recognized as animal disease-free zones in Vietnam as follows:

Conditions for recognition of animal disease-free zones

1. Implement measures to prevent animal diseases in accordance with the corresponding provisions of the law on veterinary medicine, animal husbandry or fisheries and professional guidance of the Veterinary Authority

a) The animal husbandry or aquaculture area shall be determined by the Veterinary Authority and proposed to the People's Committee of the place where it is registered to recognize the animal disease-free zone to decide and direct the construction organization;

b) Activities of disease prevention, treatment, fight against animal diseases, quarantine of animals and animal products in the region must ensure that there are sufficient resources to control epidemics in accordance with the law on veterinary medicine;

c) Take control measures for animals, animal products, means of transport of animals and animal products before entering the animal disease-free zone in order to minimize the risk of infectious pathogens, spread in the region;

d) Plan and organize the implementation of biosecurity and disease response measures as prescribed in Articles 5 and 8 of this Circular;

dd) Animal slaughter establishments, trading markets, and establishments collecting susceptible animals registered for recognition of disease safety in the region must be supervised by the veterinary authority and comply with the provisions of law. about veterinary medicine.

2. Plan and organize the monitoring of animal diseases according to the provisions of Articles 6 and 7 of this Circular.

3. No epidemic of animal diseases: Comply with the provisions of Article 23 of this Circular.

4. Veterinary activities in the region shall comply with the provisions of Article 25 of this Circular.

Therefore, the conditions for being recognized as an animal disease-free zone include the implementation of measures to prevent animal diseases that meet the corresponding provisions of the law on veterinary medicine, animal husbandry or fisheries and the professional guidance of the Veterinary authorities; Plan and organize the implementation of animal disease surveillance; No animal disease occurs; Veterinary activities in areas registered to be safe from animal diseases.

What are the benefits of an animal disease-free zone in Vietnam?

Pursuant to Article 4 of the Circular 24/2022/TT-BNNPTNT (effective from 15/02/2023) stipulating benefits of an animal disease-free zone in Vietnam as follows:

- Areas and facilities that are free from animal diseases are given priority in the selection and supply of breeds, animals and animal products.

- Animals and animal products originating from establishments recognized as disease-free or participating in disease surveillance programs or being prevented by vaccines and still having protective immunity, or derived animal products from preliminarily processing and processing establishments, which are periodically inspected for veterinary hygiene and quarantine as follows:

+) Organizations and individuals, when transporting animals and animal products, register for quarantine with the local veterinary specialized management agency;

+) Within 01 working day from the date of receiving the quarantine registration, the local veterinary specialized management agency shall issue the Certificate of quarantine.

- Aquatic animals for breeding that come from an epidemic-free facility or participate in a disease surveillance program shall be quarantined as follows:

+) Organizations and individuals, when transporting aquatic animals as breeds, register for quarantine with the local veterinary specialized management agency;

+) Within 01 working day from the date of receiving the quarantine registration, the local veterinary specialized management agency shall issue the Certificate of quarantine.

- Exemption from taking samples for testing for diseases recognized as safe during the process of quarantine and transportation of animals and animal products out of the province; may use the test results of the monitoring sample for the purpose of registering for recognition of disease safety for export in accordance with the law to carry out quarantine procedures for transporting animals according to current regulations.

- Supported in product introduction, trade promotion, brand building, promotion, sale and export of animals and animal products according to the provisions of law.

- Support to participate in the State's animal disease surveillance programs for diseases that have not been recognized as safe; supported to participate in training programs on animal disease prevention and control, quarantine and slaughter control.

- Other benefits as prescribed by law.
