What are responsibilities of the organization in charge of applied research projects funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 29 of Circular 15/2016/TT-BKHCN stipulating responsibilities of the organization in charge of applied research projects funded by the National Foundation for Science and Technology Development in Vietnam as follows:

1. Responsibilities of the organization in charge of the topic:

a) Support and create conditions for the project leader to complete the funding application; coordinate with the project manager to sign a contract to implement the project with the Fund's operating agency;

b) Create favorable conditions for procedures; provide adequate facilities, techniques and human resources under the contract for the research team to effectively implement the project;

c) Receive and support the project manager in the management, use, payment and settlement of funds sponsored by the Fund in accordance with regulations; confirm the progress of implementation and use of project funds, ensure documents and documents before the Fund and the State's functional agencies;

d) Provide sufficient information to the Fund and other relevant agencies in the supervision, inspection and inspection of the topic. Report and respond to the Fund's surveys on development, application of research results of the topic, development of the research team participating in the project and other relevant information, serving the evaluation of effectiveness and planning of the Fund;

dd) Coordinate with the project manager take responsibility for the results of the project implementation;

e) Register and archive research results at the National Bureau of Science and Technology Information, Ministry of Science and Technology according to regulations;

g) Implement the announcement, registration for protection of intellectual property rights for the results of the topic according to regulations. Organize and manage, exploit the results of the project and enjoy benefits from these activities according to regulations.

2. The lead organization that violates the provisions of Clause 1 of this Article shall not be registered as the host organization of the topics funded by the Fund for a period of 01 (one) year from the date of conclusion of the authorities.

What are responsibilities of the chairperson and participants in applied research projects funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 30 of Circular 15/2016/TT-BKHCN stipulating responsibilities of the chairperson and participants in applied research projects funded by the National Foundation for Science and Technology Development in Vietnam as follows:

1. The topic manager is responsible for:

a) Organize the implementation of the project according to the signed contract;

b) Use funds for the right purposes, according to the regime, effectively according to the contract's contents; make payment and finalization of the project's funding in accordance with current regulations;

c) Inspect and urge organizations and individuals to cooperate in the implementation of the project under the contract. Make reports on the research situation, implementation of the project, use of funds, and results of the project according to the Fund's regulations;

d) Cooperate with the organization in charge of the topic in registering and keeping the research results at the National Science and Technology Information Department, the Ministry of Science and Technology as prescribed;

dd) The project manager is responsible for the publication of the research results of the topic in accordance with the law.

2. The members participating in the topic coordinate, implement the contents according to the contract, assignment of the project leader and the management regulations of the topic, the host organization, and take responsibility for the contents and results of participating research.

What are responsibilities of the National Fund for Science and Technology Development in the management of applied research projects in Vietnam?

Pursuant to Article 28 of Circular 15/2016/TT-BKHCN stipulating responsibilities of the National Fund for Science and Technology Development in the management of applied research projects in Vietnam as follows:

The Fund is responsible for organizing the evaluation and selection of topics; organizing the implementation of the topic; assessment, acceptance, liquidation of the topic; managing and monitoring the use of research results of topics and performing other obligations in accordance with the Law on Science and Technology and related documents.
