Based on Section 3 of National Technical Regulation QCVN 19:2019/BKHCN stipulating requirements of management of LED lighting products in Vietnam:

- LED lighting products listed in the Appendix of this Technical Regulation must undergo conformity declaration in accordance with the technical requirements specified in Section 2 of this Technical Regulation. They must bear the conformity mark (CR mark) and be labeled before being circulated in the market.

- Domestically produced LED lighting products must comply with the conformity declaration requirements stated in Circular 28/2012/TT-BKHCN dated December 12, 2012, by the Minister of Science and Technology, which regulates the conformity declaration, conformity certification, and methods for assessing conformity with standards and technical regulations (abbreviated as Circular 28/2012/TT-BKHCN) and Circular 02/2017/TT-BKHCN dated March 31, 2017, by the Ministry of Science and Technology, which amends and supplements certain provisions of Circular 28/2012/TT-BKHCN (abbreviated as Circular 02/2017/TT-BKHCN).

- Imported LED lighting products must undergo state quality inspection registration for imported goods, as per the provisions of Circular 27/2012/TT-BKHCN, which regulates state quality inspection for imported goods under the management responsibility of the Ministry of Science and Technology (abbreviated as Circular 27/2012/TT-BKHCN), and Circular 07/2017/TT-BKHCN, which amends and supplements certain provisions of Circular 27/2012/TT-BKHCN.

- Conformity declaration:

+ Conformity declaration must be based on the certification results from a registered certification organization operating in accordance with Decree 107/2016/ND-CP dated July 1, 2016, by the Government, which regulates business activities in conformity assessment services (abbreviated as Decree 107/2016/ND-CP), Decree 154/2018/ND-CP dated November 9, 2018, by the Government, which amends, supplements, and abolishes certain regulations on investment conditions and business activities in the field of state management of the Ministry of Science and Technology, and certain regulations on sectoral inspections (abbreviated as Decree 154/2018/ND-CP), or recognized according to the provisions of Circular 27/2007/TT-BKHCN dated October 31, 2007, by the Ministry of Science and Technology, which guides the signing and implementation of agreements and mutual recognition of conformity assessment results (abbreviated as Circular 27/2007/TT-BKHCN).

+ Conformity certification:

++ Certification must be conducted according to Method 1 (typical sample testing) specified in Appendix II of Circular 28/2012/TT-BKHCN and Circular 02/2017/BKHCN.

++ Testing for certification must be performed by testing organizations designated in accordance with the provisions of Decree 107/2016/ND-CP, Decree 154/2018/ND-CP, or recognized according to the provisions of Circular 27/2007/TT-BKHCN. The testing scope of the testing organization must meet the requirements stipulated in this Technical Regulation.

++ The validity of the Conformity Certification Certificate shall not exceed 3 years.

+ Use of the conformity mark:

The use of the conformity mark must comply with Clause 2, Article 4 of the "Regulations on Conformity Certification, Conformity Declaration, and Conformity Marking" issued together with Circular 28/2012/TT-BKHCN.

- Procedures and documentation for conformity declaration:

The procedures and documentation for conformity declaration of domestically produced and imported electrical and electronic devices must comply with Circular 28/2012/TT-BKHCN and Circular 02/2017/TT-BKHCN.

- For LED bulb products with integrated ballasts: If they have already been certified for electromagnetic compatibility (EMC) according to this Technical Regulation, they are not required to undergo conformity certification according to QCVN 9:2012/BKHCN regarding EMC for electrical and electronic household appliances and similar purposes.
