What are regulations on veterinary hygiene and food safety inspection, supervision for production facilities of export honey in Vietnam?
Pursuant to Article 7 of the Circular 15/2022/TT-BNNPTNT (takes effect from 10/12/2022) stipulating veterinary hygiene and food safety inspection, supervision for production facilities of export honey in Vietnam as follows:
1. Beekeeping facilities and honey purchasing facilities: supervise compliance with commitments in accordance with Circular No. 17/2018/TT-BNNPTNT and demand of importing countries.
2. Honey processing facilities
a) Inspection shall be carried out in form of inspection for issuance of Certificate of veterinary hygiene;
b) Supervision of veterinary hygiene shall conform to Article 38 of Circular No. 09/2016/TT-BNNPTNT dated June 1, 2016 of the Minister of Agriculture and Rural Development amended by Clause 11 of Circular No. 10/2022/TT-BNNPTNT dated September 14, 2022 of the Minister of Agriculture and Rural Development on amendment to Circular No. 09/2016/TT-BNNPTNT;
c) Inspection and supervision of veterinary hygiene and food safety of facilities that have obtained certificates equivalent to certificate of veterinary hygiene shall be carried out at request of the importers or exporters;
Certificates equivalent to certificate of veterinary hygiene include certificates under Clause 3 Article 36 of Circular No. 09/2016/TT-BNNPTNT amended by Clause 9 Article 1 of Circular No. 10/2022/TT-BNNPTNT.
3. Supervision of veterinary hygiene and food safety of honey production facilities mentioned under Clause 1 and Clause 2 of this Article and sampling for supervision of food safety shall be carried out simultaneously for honey under annual Supervision program and at request of importing countries.
4. Actions against honey production facilities that fail to meet veterinary hygiene and food safety supervision indicators as per the law:
a) Inspection and supervision authorities shall take actions as per applicable laws in case honey production facilities fail to take corrective measures or fail to report correction results and time for unqualified indicators specified in the inspection record or assessment record;
b) Request conformity assessment bodies or supervisory authorities to revoke certificates of facilities that fail to adhere to recognized quality control system with respect to facilities that have obtained certificates equivalent to certificate of veterinary hygiene.
What are bases of for developing veterinary hygiene and food safety Supervision program regarding honey production in Vietnam?
Pursuant to Article 8 of the Circular 15/2022/TT-BNNPTNT (takes effect from 10/12/2022) stipulating bases of for developing veterinary hygiene and food safety Supervision program regarding honey in Vietnam as follows:
1. List of honey production facilities that have obtained certificate of veterinary hygiene or certificates equivalent to certificate of veterinary hygiene together with information pertaining to the facilities (name, address, phone number, email), date of issue, validity, and issuing authority.
2. Honey yield of the year preceding the year in which Supervision program is developed.
3. Test results of honey and bee feed samples of Supervision program implemented 3 years prior to the year in which Supervision program is developed.
4. Warnings and recommendations of competent authorities pertaining to food safety for honey in order to determine indicators that potentially lead to food safety violation.
5. Requirements and regulations of Vietnam pertaining to the use of chemicals, antibiotics, veterinary drugs prohibited or restricted for use in animal health; regulations of importing countries with respect to honey production for export.
What are details of veterinary hygiene and food safety Supervision program regarding honey production in Vietnam?
Pursuant to Article 9 of the Circular 15/2022/TT-BNNPTNT (takes effect from 10/12/2022) stipulating details of veterinary hygiene and food safety Supervision program regarding honey production in Vietnam as follows:
1. Supervise compliance of honey production facilities with regulations and law on veterinary health and food safety
a) With respect to production facilities of export honey: supervise in accordance with Clause 1 and Clause 2 Article 7 hereof;
b) With respect to honey production facilities other than those specified under Point a of this Clause: supervise in accordance with Circular No. 17/2018/TT-BNNPTNT and Circular No. 38/2018/TT-BNNPTNT;
c) With respect to honey production facilities with unqualified supervision indicators: comply with Clause 4 Article 7 hereof.
2. Develop supervision sample pool and announce the plan for implementing Supervision program, including:
a) Quantity of honey samples collected from beekeeping facilities, honey purchasing facilities, and honey processing facilities in order to monitor residues and contaminating microorganisms;
b) Quantity of feed collected from beekeeping facilities in order to supervise the use of veterinary drug in beekeeping;
c) Notify the plan for implementing Supervision program to relevant agencies, entities, and facilities where samples are collected.
3. Collect samples, adjust sampling plan (if necessary), and analyze samples based on annual approved indicators and analysis methods in accordance with Article 10 hereof.
4. Deal with samples that do not meet veterinary hygiene and food safety standards in accordance with Article 11 hereof.
5. Consolidate and produce report on annual supervision results for management purposes and at re quest of importing countries (in case of production facilities of export honey).
