What are regulations on the Scientific Council for Application Research funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 6 of Circular 15/2016/TT-BKHCN stipulating the principles of managing application topics funded by the National Science and Technology Development Fund as follows:

1. The Scientific Council shall be established under the decision of the Fund Management Council at the request of the Fund's Director to advise the Fund on the following issues:

a) Application research direction funded by the Fund;

b) Evaluation, selection and evaluation of the results of the project implementation;

c) Other issues related to the operation of the Fund.

2. The Scientific Council consists of members who are scientists and managers. Members of the Scientific Council are selected according to the following criteria:

a) Meet the same criteria as for assessors specified in Clause 1, Article 5 of this Circular;

b) Be trusted by scientists and managers in the same field of expertise;

c) Belong to the database of experts of the Fund;

d) Commit to participate in and implement the Fund's regulations.

3. The Scientific Council operates under the regulations promulgated by the Fund Management Council.

What are included in the application file for an application research project funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 7 of Circular 15/2016/TT-BKHCN stipulating the application file for an application research project funded by the National Foundation for Science and Technology Development in Vietnam as follows:

1. Annually, the Fund announces the applied research directions funded by the Fund, instructions on relevant conditions, procedures and deadlines for application submission on the Fund's web portal.

2. Based on the Fund's announcement, organizations and individuals of scientists propose the topic, compile a dossier of registration for the implementation of the topic and send it to the Fund according to regulations.

3. The application for registration to perform the topic consists of 01 (one) set of paper documents and the sample electronic dossier specified in the Appendix issued together with this Circular, including:

a) Application for registration of the topic (Form NCUD01);

b) Explanation of the topic (Form NCUD02);

c) Scientific curriculum vitae of the project manager and members (Form NCUD03) and documents proving research achievements;

d) Other relevant documents if the organization or individual considers it necessary to supplement to increase the persuasiveness of the dossier.

4. Dossier shall be submitted directly at the Fund Office or by post (for paper documents) and electronically (for electronic documents) within the time limit notified by the Fund.

Dossier with complete forms and meeting the requirements specified in Clause 3 of this Article will be certified by the Fund on its receipt (paper copy if submitted in person, electronic copy if submitted by post).

What are requirements for organizations and individuals conducting appication research projects funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 8 of Circular 15/2016/TT-BKHCN stipulating requirements for organizations and individuals conducting appication research projects funded by the National Foundation for Science and Technology Development in Vietnam as follows:

1. For the organization in charge of the topic:

Have legal status, capacity to operate in accordance with the subject's field of expertise, have sufficient physical and technical conditions for research activities of the subject.

2. For the topic manager:

a) Have expertise suitable to the research content of the topic;

b) Have research capacity to meet the requirements of the project: Have a university degree or higher and having specialized research results suitable to the research field of the topic meeting one of the following conditions :

- Have research results published in reputable international journals or being the inventor of, plant variety granted a protection title within 05 (five) years up to the time of application submission;

- Have published research results (articles in prestigious international or national scientific journals, patents for inventions, utility solutions, plant varieties) within 10 (ten) years up to the time of application submission;

c) Have enough time to complete the research content of the topic as prescribed. In case the project leader goes on a business trip or works abroad, the total time spent abroad is not more than 1/3 of the project implementation time.

3. Research team members must have professional qualifications and skills suitable to the research content of the topic, including:

a) Principal implementing members, scientific secretaries: have university degrees or higher; have research results suitable to the research field of the topic published in prestigious national or international journals or have a patent for inventions, utility solutions, and plant varieties. protection for a period of 05 (five) years up to the end of receiving the dossier;

b) Members have a university degree or higher and have research results suitable to the research field of the topic published in a national or international journal, patent, utility solution, type of tree;

c) Technicians, other support staff.

4. At the same time, each individual is in charge of no more than 01 (one) project funded by the Fund (except for an extraordinary task of scientific and practical significance).
