Article 40 The technical process of investigating, surveying, and destroying bombs, mines and explosives is issued together with Circular 121/2021/TT-BQP (Effective from 11/05/2021) regulating the on-site destruction of bombs, mines and explosives as follows:
1. Applicable cases: The signal is bombs, mines and explosives unsafe for lifting, collecting, and transporting.
2. Equipment: Personal protective equipment, detectors, diving equipment, composites, wooden boats with a carrying capacity of over 3 tons equipped with self-propelled mini cranes, rubber boats, explosive gas equipment, waterproof explosives, waterproof detonation cords, electrical kits, double electrical cords, explosive containment fabric, detonation cords, various types of buoys, anchors, nylon ropes.
3. Implementation sequence:
a) Gather the processing boat, use a detector to accurately determine the position of the signal that has been marked with buoys and anchors.
b) Implement safety measures, divers directly inspect and place the prepared explosive charge close to and securely link it to the bombs, mines and explosives, arrange an explosive system consisting of:
- Detonation cord used for initiation with a length equal to the water depth at the location of the bombs, mines and explosives (taking into account the slack of the cord about 25% of the total cord length), one end of the cord is tightly linked to the explosive charge by wrapping at least 7 loops of detonation cord around the bait stick inside the explosive charge (following the correct technique of using explosives and igniters), the other end of the detonation cord is tied to a 30 cm diameter plastic buoy, leaving the end of the cord above the water surface exposed;
- Electrical kit and detonation electrical cord are prepared according to the correct technique, the electrical kit is connected to the detonation cord on the water surface;
- The detonation station is placed on the boat or on the shore (if applicable), the distance between the detonation station and the area where the explosive charge is placed must be specifically calculated to avoid the effects of shockwaves and flying debris as stipulated in the bombs, mines and explosives Disposal Regulations.
c) After safety inspection, proceed with detonation according to the approved plan.
d) After detonation, divers with diving equipment and bomb detectors re-inspect the surroundings and below the detonation pit to ensure that the bombs, mines and explosives has been completely detonated. If there is still a signal, it must be handled as in points a, b, c of this section.
