1. Plant quarantine certificates, and plant quarantine certificates for re-export specified in Appendix V and Appendix VI issued together with Circular No. 33/2014/TT-BNNPTNT issued by the Leaders of the Quarantine Sub-Department plant quarantine, or the leader of the Plant Quarantine Station or the leader of the Division under the Regional Plant Quarantine Sub-Department, sign and affix the plant quarantine professional seal.

2. Certificate of quarantine registration, Certificate of plant quarantine for import, transit and domestic transportation, Certificate of temporary issuance of plant quarantine results specified in Appendix I, Appendix II and Appendix III to the Circular No. 33/2014/TT-BNNPTNT; The order to retain and handle plant quarantine objects is specified in Appendix 1 issued with the national technical regulation on requirements for imported plant quarantine objects (QCVN 01-192: 2020/BNNPTNT) and Form No. 5, Appendix I issued together with this Circular signed by the leader of the Regional Plant Quarantine Sub-department, the leader of the Plant Quarantine Station or the leader of the Division of the Regional Plant Quarantine Sub-Department

3. Plant quarantine registration certificate for export/re-export/or re-export specified in Appendix IV issued together with Circular No. 33/2014/TT-BNNPTNT, paper forms 1, 2, 3 and 4 specified in Appendix I issued together with this Circular signed by the plant quarantine officer and affixed with the hanging seal of the Regional Plant Quarantine Sub-Department or the Plant Quarantine Station.

4. Form 6 specified in Appendix I issued together with this Circular signed and closed by the leader of the pest assessment organization or the officer in charge of the assessment room, the technical manager of the inspection department

What are responsibilities of organizations and individuals in plant quarantine operations in Vietnam?

Pursuant to Article 8 of Circular 20/2021/TT-BNNPTNT stipulating responsibilities of organizations and individuals in plant quarantine operations in Vietnam as follows:

1. Plant Protection Department

a) Guide, inspect and urge the implementation of this Circular;

b) Carry out, direct, guide and inspect the preparation of dossiers on plant quarantine in accordance with the provisions of law;

c) Print the draft of the Phytosanitary Certificate, the Phytosanitary Certificate for re-export using the form specified in Appendix V and Appendix VI issued together with Circular No. 33/2014/TT-BNNPTNT. sealed stamps according to the form specified in Appendix III issued with this Circular; order and manage professional seals according to the form specified in Appendix II issued together with this Circular;

d) Issue embryos of phytosanitary certificates, certificates of plant quarantine for re-export, professional seals and seals specified at point c of this clause to the regional plant quarantine sub-departments.

2. Regional Plant Quarantine Sub-department

a) Directly carry out the procedures and prepare the plant quarantine dossier according to its competence;

b) Print and distribute the forms of phytosanitary certificates specified in Appendix I to this Circular (except form 6).

3. Organization of assessment of harmful organisms

The pest assessment organization must register with the Plant Protection Department the signature sample of the person competent to sign the paper form 6 Appendix I issued together with this Circular. In case of change, it must immediately notify the Plant Protection Department.

4. Object owner

a) Declare according to the registration form with the plant quarantine agency; comply with the provisions of the certificate of plant quarantine that has been granted;

b) Cooperate with state management agencies in implementing plant quarantine in accordance with the law on plant protection and quarantine.
