What are regulations on processing results of evaluation and acceptance of applied research projects funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 25 of Circular 15/2016/TT-BKHCN stipulating regulations on processing results of evaluation and acceptance of applied research projects funded by the National Foundation for Science and Technology Development in Vietnam as follows:

1. For a topic that is evaluated as "passed":

a) Within 10 (ten) working days, the Fund shall send a copy of the evaluation results of the Scientific Council to the lead organization and the project manager;

b) Within 30 (thirty) days from the day on which the assessment results are received, the lead organization is responsible for registering and storing the performance results with the National Department of Science and Technology Information, the Ministry of Science and Technology and submit a copy of the Certificate of registration of results of implementation of science and technology projects to the Fund.

2. Within 30 (thirty) days from the date of receipt of a copy of the certificate of registration of the results of the project, for the "pass" topic or from the date of the evaluation results of the Scientific Council for the "failure" topic, the Fund's executive agency shall summarize and submit it to the Fund Management Council for consideration and issuance of a decision to recognize the results of the project implementation. In case of necessity, the Fund Management Board shall seek opinions of independent assessors before making a decision.

3. The topic is settled and the contract liquidated according to regulations.

4. Projects that are evaluated as failing or have their contracts suspended will be handled according to regulations on investment and financial mechanisms for scientific and technological activities.

5. In case the topic is not successful, or there is no patent for invention or plant variety protection certificate which is the product of the project as registered, the project manager is not allowed to register to lead the research on the new topic within 03 (three) years from the date of issuance of Decision on recognition of project implementation results.

6. In case there is a violation leading to suspension of implementation or criminal prosecution or violation of scientific ethics, the project leader and related persons are not allowed to participate in the topic funded by the Fund within 05 (five) years from the date of completion of serving the penalty of a competent state agency.

What are regulations on the recognition of the results of an applied research project funded by the National Science and Technology Development Fund in Vietnam?

Pursuant to Article 26 of Circular 15/2016/TT-BKHCN stipulating regulations on the recognition of the results of an applied research project funded by the National Science and Technology Development Fund in Vietnam as follows:

1. Within 60 (sixty) days from the date of receipt of the copy of the certificate of registration of the results of the project, the Fund shall send the decision on recognition of the results of the project to the project manager and the organization.

2. The decision to recognize the results of the project implementation is the basis for carrying out the procedures for payment, financial settlement and contract liquidation.

3. The organization in charge, the project leader and the members of the research team of the applied research project funded by the Fund are recognized for their research achievements equivalent to performing science and technology tasks at the same level.

What are responsibilities of the National Science and Technology Development Fund in managing the project applied research projects in Vietnam?

Pursuant to Article 28 of Circular 15/2016/TT-BKHCN stipulating responsibilities of the National Science and Technology Development Fund in managing the project applied research projects in Vietnam as follows:

 The Fund is responsible for organizing the evaluation and selection of topics; organizing the implementation of the topic; assessment, acceptance, liquidation of the topic; managing and monitoring the use of research results of topics and performing other obligations in accordance with the Law on Science and Technology and related documents.
