According to Article 39 of the Technical Procedures for Investigating, Surveying, and Disposing of Explosive Ordnance, issued together with Circular 121/2021/TT-BQP (Effective from November 5, 2021), the regulations for diving inspection, excavation, and processing of underwater signals at depths ranging from 1 meter to 3 meters or up to 5 meters are as follows:
1. Applicable cases: Signals that have been detected and marked at depths of up to 3 meters or up to 5 meters, after excavating to a depth of 1 meter from the water bottom without finding the object causing the signal.
2. Equipment: Detectors, diving equipment, self-propelled composite boats with cranes, various types of rubber boats, large-capacity sand and mud dredging machines, frames (well compartments) made of sheet metal, angle iron, and installation and dismantling equipment, buoys, anchors, ropes, nylon cables, safety equipment, and personal protective equipment.
3. Implementation sequence:
a) Use bomb detection devices to accurately determine the location of the signal; divers carry tools combined with dredging nozzles to gradually excavate mud and sand, exposing the entire object causing the signal.
b) In areas with complex geology (flowing sand, liquid mud), a pre-fabricated frame system is erected around the determined signal center; divers, in combination with various types of mud and sand dredging nozzles, gradually lower the frame until the entire object causing the signal is exposed.
c) Inspect and identify the object causing the signal. If it is not explosive ordnance, retrieve and collect it to the designated location. If it is explosive ordnance that can be safely disposed of on-site, process and collect it to the designated location. If the signal is unsafe for retrieval, transportation, or if it is an unidentified explosive, mark it for destruction at the end of the work session (for large bombs, a separate disposal plan must be prepared).
d) After processing the signal, use detection devices to recheck the surrounding and lower areas of the processed signal to ensure that all signals are cleared. If any signals remain, they must be processed according to the provisions in points a, b, c of this section.
4. In case of any unforeseen circumstances outside the technical implementation plan, the explosive ordnance disposal unit or organization must coordinate with the project owner to prepare a separate construction plan and report it to the competent authority for approval before implementation.
