What are principles of application topic management funded by the National Science and Technology Development Fund in Vietnam?
Pursuant to Article 3 of Circular 15/2016/TT-BKHCN stipulating principles of application topic management funded by the National Science and Technology Development Fund in Vietnam as follows:
1. The Fund conducts evaluation, selection and evaluation of the results of the project implementation according to the following principles:
a) Evaluation through the Science and Technology Council (hereinafter referred to as the Scientific Council) consisting of interdisciplinary experts established by the Fund and independent consultants (when necessary);
b) Records-based assessment;
c) Ensuring objectivity, democracy and equality;
d) Ensuring research quality according to international standards.
2. The topics selected for funding meet the following requirements:
a) Consistent with the applied research orientation issued by the Fund;
b) Develop and apply basic research results or identify new methods and ways to solve specific problems, serving people and society.
3. The management of the project funding is carried out in accordance with Joint Circular No. 55/2015/TTLT-BTC-BKHCN dated April 22, 2015 of the Minister of Finance and the Minister of Science and Technology guiding the construction norms, allocation of estimates and finalization of funds for science and technology tasks funded with the state budget and Joint Circular No. 27/2015/TTLT-BKHCN-BTC dated December 30, 2015 of the Minister of Science and Technology and the Minister of Finance promulgating the allocation of expenditures for the performance of scientific and technological tasks using the state budget and other relevant regulations.
What are regulations on funding for international cooperation activities in application topics funded by the National Science and Technology Development Fund in Vietnam?
Pursuant to Article 4 of Circular 15/2016/TT-BKHCN stipulating regulations on funding for international cooperation activities in application topics funded by the National Science and Technology Development Fund in Vietnam as follows:
The Fund supports international cooperation activities in the following topics:
1. Sending members to participate in the implementation of the project to study the contents of the project abroad for no more than 06 (six) months.
2. Receiving foreign experts to Vietnam to work and cooperate in research related to the topic.
What are procedures for the assessment of application topics funded by the National Fund for Science and Technology Development in Vietnam?
Pursuant to Article 5 of Circular 15/2016/TT-BKHCN stipulating procedures for the assessment of application topics funded by the National Fund for Science and Technology Development in Vietnam as follows:
1. Evaluators are scientists and managers invited by the Fund to consult in the evaluation, selection and evaluation activities of the project implementation. Evaluators must meet the following criteria:
a) The evaluator being a scientist must have knowledge and experience relevant to the research field of the topic: have research results published in reputable international journals or monographs (for with the fields of social sciences and humanities) within the last 5 (five) years; either the author of the invention, utility solution, plant variety has been granted a protection title within the last 5 (five) years or has applied research results and such research results are published in the last 10 (ten) years. Special cases shall be decided by the Chairman of the Fund Management Board.
An evaluator is a manager who must be active in the field or work/work related to the research issue.
b) Have conditions to participate in consulting work with high responsibility, honesty and objectivity.
2. Evaluators are responsible for their consulting and evaluation opinions; keep confidential information related to the topic.
3. The evaluator does not participate in the assessment of the topic he has registered as a chairperson or participates in, the topic is chaired by the organization where he or she works, and the topic in which the expert has rights and interests related or has other reasons affecting the objectivity of the assessment.
