Requirements for Safety Compliance of LED Lighting Products
Pursuant to Item 2.1 Section 2 National Technical Regulation QCVN 19:2019/BKHCN stipulating safety requirements for lighting products using LED technology as follows:
- LED lamps (including fixed general-purpose LED lamps and portable general-purpose LED lamps) must comply with the provisions of TCVN 7722-1:2017 (IEC 60598-1:2014/AMD1:2017) Luminaires - Part 1: General requirements and tests). Furthermore, depending on the designed usage, each type of LED lamp must comply with a corresponding part of the TCVN 7722-2 (IEC 60598-2)(1) Luminaires - Part 2: Particular requirements.
- In case there is no corresponding part, the most appropriate part of TCVN 7722-2 (IEC 60598-2) shall be applied. When the design of the LED lamp can apply two or more parts of TCVN 7722-2 (IEC 60598-2), the LED lamp must comply with both or all relevant parts.
- LED bulbs with built-in ballasts for general illumination must comply with the provisions of TCVN 8782:2017 (IEC 62560:2011+AMD1:2015) Self-ballasted LED lamps for general lighting services > 50 V - Safety specifications.
- Double-capped LED lamps designed to replace linear fluorescent lamps must comply with the provisions of TCVN 11846:2017 (IEC 62776:2014) Double-capped LED lamps designed to retrofit linear fluorescent lamps. Safety specifications.
- LED lighting products listed in the Appendix of this Technical Regulation must be in the exempt group (Exempt group) posing no photobiological hazard or in group 1 (Risk group 1) posing no photobiological hazard under normal use when tested, assessed, and classified according to IEC 62471:2006 Photobiological safety of lamps and lamp systems.
