Requirements for Organizations and Individuals to Practice Veterinary Medicine
Pursuant to Article 108 of the Veterinary Law 2015 and Article 21 of Decree 35/2016/ND-CP guiding the Veterinary Law issued by the Prime Minister of the Government of Vietnam, organizations and individuals must meet the following conditions in order to practice veterinary medicine:
- For individuals practicing veterinary medicine:
+ Possess a veterinary practice certificate appropriate for each type of veterinary practice;
+ Have professional ethics;
+ Be in sufficient health to practice.
- For organizations practicing veterinary medicine:
+ Have individuals who meet the requirements specified in Clause 1 of this Article;
+ Have physical, technical facilities appropriate for each type of veterinary practice as stipulated by law.
Additionally, organizations and individuals practicing veterinary medicine must also meet professional requirements as follows:
- Persons practicing in diagnosing, treating, performing surgery on animals, advising related activities in the field of veterinary medicine must at least have an intermediate degree in veterinary medicine, animal husbandry veterinary or aquaculture, aquatic pathology for aquaculture veterinary practice. Persons practicing vaccination for animals must have a certificate of graduation from training classes on techniques issued by a competent state management agency at the provincial level.
- The technical manager of an animal surgery, examination, diagnosis, and animal disease testing facility must have a university degree or higher in veterinary medicine, animal husbandry veterinary or aquaculture, aquatic pathology for aquaculture veterinary practice.
- Persons trading veterinary drugs must have an intermediate degree or higher in veterinary medicine, animal husbandry veterinary or an intermediate degree in aquaculture, aquatic pathology for aquaculture veterinary practice.
- The technical manager of a facility conducting experiments, exporting, importing veterinary drugs is stipulated as follows:
+ A facility conducting experiments, exporting, importing drugs for veterinary use in terrestrial animals must have a university degree or higher in veterinary medicine, animal husbandry veterinary, pharmacy, bachelor's degree in pharmacochemistry, chemistry, or biology;
+ A facility conducting experiments, exporting, importing drugs for veterinary use in aquatic animals must have a university degree or higher in aquaculture, aquatic pathology, pharmacy, bachelor's degree in pharmacochemistry, chemistry, or biology.
- The technical manager of a facility manufacturing, testing veterinary drugs is stipulated as follows:
+ A facility manufacturing, testing pharmaceuticals for veterinary use in terrestrial animals must have a university degree or higher in veterinary medicine, pharmacy, pharmacochemistry; for use in aquatic animals must have a university degree or higher in aquaculture, aquatic pathology, pharmacy, pharmacochemistry;
+ A facility manufacturing, testing vaccines, biological products, microorganisms, chemicals for veterinary use in terrestrial animals must have a university degree or higher in veterinary medicine, animal husbandry veterinary, pharmacy, bachelor's degree in pharmacochemistry, chemistry, or biology; for use in aquatic animals must have a university degree or higher in aquaculture, aquatic pathology, biology, pharmacy, bachelor's degree in pharmacochemistry, chemistry.
