Reports and evaluation dossiers on the results of implementation of applied research projects funded by the National Foundation for Science and Technology Development in Vietnam

What are regulations on reports and evaluation dossiers on the results of implementation of applied research projects funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 23 of Circular 15/2016/TT-BKHCN stipulating regulations on reports and evaluation dossiers on the results of implementation of applied research projects funded by the National Foundation for Science and Technology Development in Vietnam as follows:

1. Report on the results of the project, including:

a) Summary report on the results of the project implementation;

b) Documents proving the product of the project are works published in scientific journals, patents for inventions/utility solutions/plant variety protection certificates (in case the degree has not been granted, there must be a notice of acceptance of a valid application and searchability results) and other scientific products (if any).

2. Dossier of evaluation of the results of the project include:

a) Report on the results of the project implementation as prescribed in Clause 1 of this Article;

b) Contract (including subject description);

c) Adjustment documents during contract performance (if any).

3. Waiting time for publication: For projects that have completed the research contents and submitted the report on the results of the project within the prescribed time limit (including the extension time if any) but the article international is the result of a topic that has not been published or accepted for publication, the project manager and the lead organization shall submit the manuscript and proof of submission to the Fund. The project manager and the lead organization must publish the article and submit the proof (the article has been published) to the Fund within 12 (twelve) months after the end of the contract.

What are regulations on the performance of the applied research project funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 24 of Circular 15/2016/TT-BKHCN stipulating regulations on the performance of the applied research project funded by the National Foundation for Science and Technology Development in Vietnam as follows:

1. The project manager and the lead organization are responsible for preparing the report on the project implementation and submitting it directly or by post to the Fund:

a) Time limit for submission of reports: Within 30 (thirty) days from the time of contract termination (including contract extension time, if any).

In case the project is completed earlier than the time specified in the contract, the project manager and the lead organization may request the Fund to organize the pre-acceptance test as prescribed in Clause 2, Article 19 of this Circular;

b) Quantity: 01 (one) original (with direct seal and signature) and 01 (one) electronic copy.

2. Within 10 (ten) working days from the date of receipt of the report, the Fund shall notify (via email) the project manager of the valid status of the application. In case the report is not valid as prescribed, the project manager needs to supplement it within 10 (ten) working days from the date of receiving the notice of the Fund.

3. The Fund's executive agency prepares the application for evaluation of the research results according to the provisions of Clause 2, Article 23 of this Circular and organizes the evaluation of the results of the project through the Scientific Council in accordance with Article 6 of this Circular.

4. Criteria for evaluating the results of the project implementation:

a) The degree of achievement of research objectives and research results;

b) The conformity of the scientific product with the expected results according to the description of the topic (articles published in prestigious international and national journals; patents for inventions, utility solutions; by the protection of plant varieties and other scientific products);

The published results recognized as the results of the project must be registered (for patents, plant variety protection certificates), published (for articles, reports, monographs) during the contract performance and the extension period, pending publication (if any);

c) The organization of implementation and the use of project funding under the contract.

5. The Scientific Council evaluates the results of the project's implementation as prescribed in the Working Regulations of the Scientific Council promulgated by the Fund Management Council.

What are regulations on management of the formed assets of the applied research project funded by the National Foundation for Science and Technology Development in Vietnam?

Pursuant to Article 27 of Circular 15/2016/TT-BKHCN stipulating management of the formed assets of the applied research project funded by the National Foundation for Science and Technology Development in Vietnam as follows:

Assets formed during the implementation of the project using the Fund's funding will be managed and handled according to current regulations.
