Regulation on the responsibilities of organizations and individuals managing means of activities at sea, personal information in forecasting, warning, and communication
According to the provisions of Article 38 Decision 03/2020/QD-TTg, there are regulations regarding the responsibilities of organizations and individuals managing vehicles operating at sea, personal information in forecasting, warning, and disseminating disaster information, as follows:
- Equip necessary information devices to receive disaster forecast and warning information; maintain communication between vehicle owners and with the Vietnam Coastal Information System, the information system of the Border Guards, and other information systems.
- Upon receiving forecasts, warnings of tropical depressions, storms, and tsunami warnings, the quantity of people, operating location, and the identification number of vessels at sea must be promptly reported to the Vietnam Coastal Information System, the information system of the Border Guards, and other information systems to promptly guide relocation and avoidance.
- Upon detecting disaster phenomena at sea, it must be immediately reported to the Vietnam Coastal Information System and the information system of the Border Guards.
- Organizations and individuals with licensed information devices are permitted to disseminate disaster information and are responsible for ensuring the accuracy and reliability of the information issued by authorized agencies.
