Information entry method: the survey is centrally processed by computer, information is entered via keyboard using software developed by the National Agency for Science and Technology Information.

Data aggregation procedures and methods: the Departments of Science and Technology, the Department of Personnel Organization (representing ministries and sectors), and the Departments of Science and Technology (representing provinces and cities directly under the Central Government) are responsible for collecting survey forms in their areas and managing fields, checking, and cross-referencing data before submitting it to the National Agency for Science and Technology Information.

The National Agency for Science and Technology Information organizes, directs, and implements the processing of all survey data for R&D in 2022.

Data will be automatically aggregated according to output tables using software.

February-April 2022: develop the plan and survey forms.

April-May 2022: submit for assessment to the General Statistics Office.

May-June 2022: incorporate feedback, finalize the plan, and submit it to the Ministry Leadership for approval through a Decision.

June 2022: list investigation subjects and units; organize training for key points and investigators.

July 2022: conduct the survey, collect information.

August 2022: review and clean survey forms.

September-December 2022: enter survey information; process, aggregate survey results, compile survey results; write a comprehensive report, and analyze survey results.
