Method for Determining Quantity and Volume of Forest Products
Article 4 of Circular 27/2018/TT-BNNPTNT, which regulates the management and traceability of forest products, issued by the Minister of Agriculture and Rural Development, effective from January 1, 2019, stipulates the methods for determining the quantity and volume of forest products as follows:
- Methods for measuring and recording the serial numbers of log sections and wood boxes:
a) Length of round wood: Measure the shortest distance between the cross-sections at both ends of the log. If the cross-section of the wood end is sloped or concave, measure at the position with the shortest length. The unit is in meters (m), rounded to two decimal places;
b) Diameter of round wood: Measure at both ends of the log (excluding the bark); measure each end of the log at 02 positions where the diameters are largest and smallest and then calculate the arithmetic mean to determine the diameter; the unit of measure is centimeters (cm);
c) Length of sawn wood: Measure the shortest distance between the cross-sections at both ends of each plank, board, or wood box. The unit is in meters (m), rounded to two decimal places;
d) Width and thickness of sawn wood: Measure the distance between two opposite longitudinal cuts of each plank, board, or wood box. The unit of measure is centimeters (cm). In cases where the sawn wood surfaces are slanted or wavy, measure at positions with the largest and smallest dimensions and calculate the arithmetic mean;
e) In the case of hollow, decayed wood, when measuring, deduct the volume of such defects, and when preparing the forest product inventory, record the deducted volume as a basis for re-evaluation of the wood volume;
f) For wood roots, stumps, and sawn wood with complex, irregular shapes; timber including roots, trunk, branches, leaves; veneer, peeled wood, wood chips, which cannot be measured for volume; plantation wood not classified by diameter grade, the weight is measured in kilograms (kg) and converted with 1,000 kg equal to 01 m³ of round wood or measured, calculated in ster and converted, 01 ster is equivalent to 0.7 m³ of round wood;
g) For round wood with sizes specified in clause 2, Article 3 of this Circular and sawn wood with a length of 01 meter or more, width of 20 cm or more, thickness of 05 cm or more, record the serial number of each log, plank, board, or wood box on the cross-section of the wood.
The unit for measuring wood volume is cubic meters (m³), recorded to three decimal places. The unit for measuring firewood volume is ster or weight in kilograms (kg).
Permissible errors in calculating wood volume:
a) For round wood, the error for each log in a single measurement is ten percent (± 10%);
b) For sawn wood, the error for each plank, board, or wood box in a single measurement is five percent (± 5%).
Determine the quantity and weight of wild animals by the number of individuals and weight measured in kilograms (kg). If the number of individuals cannot be determined, measure the weight in kilograms (kg).
Measure the weight of non-timber forest plants and parts of wild animals by weight in kilograms (kg). For bamboo, calculate by the number of trees or weight in kilograms (kg).
Determine the weight of derivatives of wild animals and forest plants by weight in kilograms (kg) or by volume in milliliters (ml) if in liquid form.
