Is it permissible to use a round rear view mirror in Vietnam? Is there a fine for using a rear view mirror, which is smaller than regulations in Vietnam? What are the fines for operating cars without rear view mirrors in Vietnam?
Hello Lawnet. My motorcycle rear view mirror is a square mirror but I prefer a round one. Can I change the rear view mirror of my motorcycle to a round one? Is there any regulation on rear view mirror size?

Is it permissible to use a round rear view mirror in Vietnam?
Pursuant to Subsection 2 Section 2 (National technical regulation on rear view mirrors of motorcycles and mopeds) of the National Technical Regulations QCVN 28:2010/BGTVT stipulating size as follows:
2.2.1. The area of the reflecting surface shall not be less than 69 cm2.
2.2.2. In the case of round mirrors, the diameter of the reflecting surface shall be not less than 94 mm and not more than 150 mm.
2.2.3. In the case of non-circular mirrors the dimensions of the reflecting surface shall be large enough to accommodate an inscribed circle with a diameter of 78 mm, but shall be contained within a rectangle measuring 120 mm × 200 mm.
As regulations above, it is permissible to use a round rear view mirror in Vietnam. However, the diameter of the reflecting surface of the mirror shall be not less than 94 mm and not more than 150 mm.
Is there a fine for using a rear view mirror, which is smaller than regulations in Vietnam?
Pursuant to Clause 1 Article 17 of the Decree 100/2019/NĐ-CP (amended by Clause 36.dd Article 2 of the Decree 123/2021/NĐ-CP) stipulating penalties imposed upon by operators of mopeds and motorcycles (including electric motorcycles) and the like violating regulations on roadworthiness of vehicles running on public roads as follows:
1. A fine ranging from VND 100,000 to VND 200,000 shall be imposed for:
a) Operating the vehicle without a horn, plate lamp, brake lamp, or a mirror on the left, or without a functional one;
c) Operating a vehicle without turn signals or without functional ones;
d) Using an inappropriate horn for the type of vehicle;
dd) Operating a vehicle without a sound or smoke suppression system or without one that meets environmental requirements with regard to exhaust and noise;
e) Operating a vehicle without a lamp with low beam and a high beam, or without a functional and conformable one;
g) Operating a vehicle without a brake system or without a functional and conformable one;
h) Operating a vehicle with an additional headlamp towards the back.
As regulations above, if the rear view mirror of your vehicle fails to comply with the regulations, you shall face the fine from VND 100,000 to VND 200,000.
What are the fines for operating cars without rear view mirrors in Vietnam?
Pursuant to Clause 2 and 9, Article 16 of the Decree 100/2019/NĐ-CP (amended by Clause 9 Article 2 of the Decree 123/2021/NĐ-CP) stipulating penalties imposed upon by operators of cars and car-like vehicles (including the trailers or semi-trailers being towed) violating regulations on roadworthiness of vehicles as follows:
2. A fine ranging from VND 300,000 to VND 400,000 shall be imposed for any of the following offences:
a) Operating a vehicle without adequate and functional headlamps, plate lamp, brake lamps, turn signals, windshield wipers, rear-view mirrors, safety belts, emergency equipment, fire fighting equipment, pressure meter, and speedometer (for vehicles required to have them), except for the offences specified in point m clause 3 Article 23 and point q clause 4 Article 28 of this Decree;
b) Operating a vehicle without a horn or without a functional one;
c) Operating a vehicle without a sound or smoke suppression device or a functional one or without one that meets environmental regulations on emissions and noise.
9. Apart from the penalties, the violator is compelled to:
a) Install equipment or replace equipment that meets technical safety standards or restore technical attributes of the equipment as prescribed if the offence specified in clause 1; clause 2; point b, point c clause 3; point c, point d clause 4; point b clause 5; point d clause 6 of this Article is committed;
b) Install equipment or restore technical attributes of the equipment or remove additional equipment installed against regulations if any of the offences specified in point a, point d clause 3 of this Article is committed.
As regulations above, a fine ranging from VND 300,000 to VND 400,000 shall be imposed for operating cars without rear view mirrors in Vietnam. In addition, the operator is compelled to install the rear view mirrors.
