Is it necessary to obtain the Certificate of sale of veterinary drugs in Vietnam for temporarily imported veterinary drugs?
My company has temporarily imported a number of horses from abroad for display. However, when coming to Vietnam, the horses were sick. They are in need of special medicine. When searching in the drug list, that drug has not been granted the Certificate of sale of veterinary drugs in Vietnam. Is it necessary to obtain the Certificate of sale of veterinary drugs in Vietnam in this case? How to register to import drugs in Vietnam?

Is it necessary to obtain the Certificate of sale of veterinary drugs in Vietnam for temporarily imported veterinary drugs?
Pursuant to Clause 2 Article 100 of the Law on Veterinary Medicine in 2015 stipulating import of veterinary drugs in Vietnam as follows:
Veterinary drugs without the Certificate of sale of veterinary drugs in Vietnam may be imported in the following cases:
- Used for prevention and fighting against emergency animal epidemic or disaster recovery;
- Used as specimens for analysis, testing, sale registration or used in exhibitions, fairs, scientific researches;
- Used for treatment of animal that are temporarily imported or in transit through Vietnam’s territory;
- Temporarily imported or processed for export according to the contract signed with foreign organizations and individuals;
- Used in diagnosis, testing, analysis in terms of veterinary medicine;
- Provided as aid from international organizations and other non-commercial forms of import.
As regulations above, it is not necessary to obtain the Certificate of sale of veterinary drugs in Vietnam for temporarily imported veterinary drugs.
How to register to import drugs in Vietnam?
Pursuant to Clause 4 Article 22 of the Circular 13/2016/TT-BNNPTNT stipulating as follows:
An application for permission to import veterinary drugs used for animals which are temporarily imported or transited through Vietnam’s territory; temporarily imported for re-export or outward processing under a contract which a foreign organization or individual shall consist of:
- An application form for permission to import veterinary drugs using the form in Annex XXXII enclosed with this Circular. A copy in electronic file shall be sent by mail as well;
- A Certificate of analysis (CoA) by the manufacturer;
- Copies of documents proving the purposes of importing veterinary drugs;
- The model of the product label.
