      Pursuant to Section II of the Regulation 973-TTg in 1956 stipulating the national emblem as follows:

      II. How to hang national emblem

      The national emblem is hung in places, and printed on papers according to the rules prescribed below:

      A. Places to hang the national emblem - Procession of the national emblem:

      1) The national emblem shall be hung at the following agencies:

      - Meeting house of the Government Council,

      - Meeting house of the National Assembly when there is meeting,

      - Headquarters of administrative committees of zones, provinces, districts, communes, cities and towns,

      - Ministry of Foreign Affairs, overseas Vietnamese Embassies and Consulates

      The national emblem is hung on the main door of the office, towards the top, where it is most visible.

      2) The national emblem can be hung on the platform on major holidays: May 1 and September 2, organized by the Central Government or local authorities at all levels.

      3) Procession of the national emblem: during rallies and demonstrations, held on May 1 and September 2, mass organizations can process the national emblem.

      B. Using the national emblem on documents

      The national emblem is printed or stamped on the following papers:

      - Medals and certificates of merit from the President of the Democratic Republic of Vietnam, the Prime Minister,

      - Diplomatic documents such as credentials, credentials, letters of recommendation from the President of the Democratic Republic of Vietnam, the Prime Minister, the Minister of Foreign Affairs,

      - Passport,

      - Notes, invitations, envelopes of the President of the Democratic Republic of Vietnam, the Prime Minister, the Minister of Foreign Affairs,

      - Letters, invitations, envelopes of the Head of the Standing Committee of the National Assembly in dealing with foreign agencies,

      - Official letters, invitation cards, envelopes of Embassies and Consulates abroad.

      For specific cases not mentioned in this charter, the agencies will report to the Prime Minister for approval.

      As regulations above, the national emblem of Vietnam shall be printed on above papers. Therefore, it is against the law for printing the national emblem of Vietnam on lucky money envelopes.

      Pursuant to Article 351 of the Criminal Code in 2015 stipulating desecration of national flag, national emblem, national anthem as follows:

      Any person who deliberately desecrates the national flag, national emblem, national anthem shall receive a warning or face a penalty of up to 03 years' community sentence or 06 - 36 months' imprisonment.

      As regulations above, anyone printing the national emblem of Vietnam on lucky money envelopes shall be liable to criminal responsibility.       2. The national emblem of the Socialist Republic of Vietnam is circular in shape; in the middle of a red background is a five-pointed gold star encircled by rice ears, below which is half a cogwheel and the inscription “The Socialist Republic of Vietnam”.

      3. The national anthem of the Socialist Republic of Vietnam is the music and lyrics of the song “Tien quan ca” (March to the Front).

      4. The National Day of the Socialist Republic of Vietnam is the day of the Proclamation of Independence, the Second of September 1945.

      5. The capital of the Socialist Republic of Vietnam is Hanoi.

      Pursuant to Section I of the Regulation 973-TTg in 1956 stipulating as follows:

      National emblem of Vietnam

      The national emblem of Vietnam includes:

      - Two bundles of ripe dark yellow rice bent, placed on a bright yellow background, symbolizing agriculture;

      - A bright yellow cog wheel holds two bundles of rice tied diagonally, symbolizing industry;

      - A red tape with the word "Democratic Republic of Vietnam" in yellow wrapped the wheel and two bundles of rice together;

      - In the heart is the image of the national flag, bright red background, bright yellow star.

      The national emblem can be made large or small, depending on the need.

      The yellow colors in the national emblem can be replaced with golden yellow.

      The national emblem may be used without coloring according to the drawings in the appendix attached to this regulation. (see two samples of the national emblem printed in Appendix 2).

      As regulations above, the national emblem of Socialist Republic of Vietnam has round shape, red background. In the middle, there is a 5-spangled star surrounding by bundles of ripe dark yellow rice bent, half of cog wheel, and the line "Socialist Republic of Vietnam".
