How many letters do students in reformatories receive each month in Vietnam? What are procedures for visiting students and campers in reformatories in Vietnam?

Hello everyone, my brother was sanctioned by an administrative decision and sent to a reform school. I wonder how many letters my brother who is in a reformatory receives each month? What are procedures for visiting students and campers in reformatories?

How many letters do students in reformatories receive each month in Vietnam?

According to Article 8 of Circular 43/2015/TT-BCA regulating receipt and sending of letters; Receive gifts as follows:

1. Receive and send letter

a) Students and campers receive letters when visiting. Letters from students and campers must be carefully checked by officials before being sent to reformatories or compulsory education establishments;

b) Students and campers are sent letters. Campers are sent 2 letters each month. In case a student or camper is seriously ill or must exercise their rights and obligations according to the provisions of law or in other necessary cases, a telegram may be sent. Principals of reformatories and directors of educational establishments are required to check and censor letters and telegrams sent and received by students and campers.

2. Receive gifts

a) Students and campers are allowed to receive gifts (except alcohol, beer, cigarettes, stimulants, objects and prohibited cultural products) when visiting. Gifts from students and campers must be carefully checked by officials before being sent to reformatories or compulsory education establishments. In case relatives of students or campers buy goods at the canteen of a reformatory or a compulsory educational facility to send to the students or campers, the canteen sales staff must carefully check and package the goods before delivering the goods, not to take advantage of hiding prohibited items and bring them to reformatories or compulsory education establishments;

b) Students and campers are allowed to receive letter and parcels twice a month by letter, each time not exceeding 7 kilograms (kg), if sent once, not more than 14 kilograms (kg). Students and campers who well comply with the rules of reformatories and compulsory education establishments, and have achievements in work, study or achievements will receive an additional allowance of not more than 05 kilograms (kg) once. Reformatories and compulsory education establishments are responsible for checking letter and parcels sent by post from students and campers;

c) Students and campers are not allowed to receive or use goods, food, food that does not ensure hygiene and food safety, or items prohibited from being brought into reformatories or compulsory education establishments according to regulations of the Law.

3. Reformatories and compulsory educational establishments instruct students and campers to notify relatives of goods, objects, and cultural products that students and campers are not allowed to receive and the address where students and campers are implementing the decision (team, group, branch, division) so that relatives can send letters and gifts to the correct address.

Thus, based on the above regulations, when students are in a reformatory, the number of letters they receive is not regulated. Students and campers receive letters when visiting. In addition, campers are sent 2 letters each month in Vietnam.

What are procedures for visiting students and campers in reformatories in Vietnam?

According to Article 5 of Circular 43/2015/TT-BCA, regulations on procedures for visiting students and campers are as follows:

1. Procedures for visiting students

Relatives and representatives of agencies and organizations who visit and meet students must present their ID card or citizen identification card (except for those under 14 years old) or passport and confirmation of being an officer, soldier or member of the People's Army, People's Police or recommendation letter from an agency or organization. In case the above documents are not available, there must be an application with a photo approved by the Commune People's Committee or Commune Police of the place of residence or by the agency or organization where the person works or studies confirms, stamps the application and stamps the photo.

2. Procedures for visiting campers

a) Relatives and representatives of agencies and organizations who visit the camp must present one of the documents mentioned in Clause 1 of this Article and must have a request for a visit, certified by the issuing commune-level People's Committee or commune-level police of the place of residence or of the agency or organization where that person works or studies.

In case relatives come to visit students or campers without the documents mentioned in Clause 1 of this Article, the visit request must have a photo approved by the Commune People's Committee or Commune Police of the place of residence or by the agency. The agency or organization where that person works or studies confirms and stamps the application and stamps the photo;

b) Campers are allowed to meet their spouses up to 48 hours/time in a private room of the Visiting House. When visiting, they must have a marriage certificate or a paper from the Commune People's Committee certifying the actual marital status and must have a written commitment to strictly comply with the provisions of law, regulations of compulsory educational establishments, rules of home visiting and implementation of family planning, prevention and control of sexually transmitted diseases.

Female campers can meet their husbands in a private room of the Visiting House, must use contraception and have a written commitment not to become pregnant while serving the decision at a compulsory educational facility.

3. Reformatory schools and compulsory educational establishments are required to issue Visitation Books to students, campers or relatives of students and campers according to the unified form of the General Department of Police, Criminal Judgment Execution and Judicial Support, Principals of reformatories and directors of educational establishments are required to sign and stamp the Visiting Book to make a list of relatives of students and campers. The list of relatives of students and campers in the Visit Book must be confirmed by the Commune-level People's Committee or Commune-level Police of the place of residence or the agency or organization where that person works or studies.

According to this Article, when a person wants to visit a student, they must present the above documents to be allowed to visit in Vietnam.
