How are Damaged Blank Consular Documents Handled?
At Article 13 of Circular 02/2020/TT-BNG, the regulations on handling damaged consular blank forms are outlined as follows:
- The handling of consular blank forms that do not meet the standards for issuance, or are damaged due to technical errors during issuance and usage at the Consular Department and Ho Chi Minh City Department of Foreign Affairs is regulated as follows:
+ The agencies mentioned in Article 1 of this Circular shall establish an Inventory Committee comprising representatives from the unit's leadership, relevant functional departments, and officials managing the consular blank forms. The Inventory Committee is responsible for inspecting all damaged consular blank forms, preparing an Inventory Record of damaged consular blank forms according to Form No. 11/2020/NG-LS.
+ The Consular Department consolidates the number of damaged consular blank forms arising at their unit; accepts and inspects the number of damaged consular blank forms transferred by the Ho Chi Minh City Department of Foreign Affairs, compares them with the Inventory Record of damaged consular blank forms and the consular blank forms usage report for the same period, prepares a confirmation record, and carries out the destruction of the damaged consular blank forms as stipulated.
- The handling of consular blank forms that do not meet the standards for issuance, or are damaged due to technical errors during issuance and usage at the Representative Agencies is regulated as follows:
+ The Representative Agency establishes an Inventory Committee comprising the Head or Deputy Head of the Representative Agency, the Head of the consular function or the responsible consular officer, and the official managing the consular blank forms. The Inventory Committee is responsible for inspecting all damaged consular blank forms, preparing an Inventory Record of damaged consular blank forms according to Form No. 11/2020/NG-LS, sealing them, and sending them along with the Inventory Record of damaged consular blank forms to the Consular Department.
+ The Consular Department accepts and inspects the number of damaged consular blank forms sent by the Representative Agency, compares them with the Inventory Record of damaged consular blank forms and the consular blank forms usage report for the same period, prepares a confirmation record, and carries out the destruction of the damaged consular blank forms as stipulated.
- The handling of damaged blank forms is carried out periodically every six (06) months or quarterly and is only processed for the damaged consular blank forms arising within the consular blank forms usage report period.
