Dossier on the Disclosure of Information for Complete Compound Feed Products, Concentrated Feed

On November 19, 2018, the National Assembly of the Socialist Republic of Vietnam, Session XIV, at its 6th session, passed the Livestock Law No. 32/2018/QH14 (referred to as the 2018 Livestock Law).

The 2018 Livestock Law provides regulations on livestock activities; rights and obligations of organizations and individuals engaging in livestock activities; and state management of livestock.

According to the provisions of Article 33 of the 2018 Livestock Law (effective from January 1, 2020), the dossier for declaring information on complete mixed feeds and concentrated feed products is specifically stipulated as follows:

The dossier for declaring information on complete mixed feeds and concentrated feed products includes:

1. For domestically produced complete mixed feeds and concentrated feeds:

+ Certificate of eligibility for livestock feed production;

+ Lease or processing contract for livestock feed production if the organization or individual leases or processes at livestock feed production facilities that have been granted a Certificate of eligibility for livestock feed production;

+ Standards announced for application, document notifying the receipt of conformity announcement of the product;

+ Test results of the quality and safety indicators of the product within the standards announced for application and within the corresponding national technical regulations issued by the testing laboratory designated or recognized by the Ministry of Agriculture and Rural Development;

+ Sample of the product label.

2. For imported complete mixed feeds and concentrated feeds:

+ Certificate of free sale or an equivalent document issued by the competent authority of the country of origin;

+ One of the system quality management certificates (ISO), Good Manufacturing Practice (GMP), Hazard Analysis and Critical Control Points (HACCP) or an equivalent certificate of the manufacturing facility;

+ Product information sheet provided by the manufacturer including ingredients, usage, instructions for use; quality indicators, safety indicators as specified by the Minister of Agriculture and Rural Development;

+ Standard declaration for application by the registering organization or individual in accordance with the law on product and goods quality; secondary label of the product in Vietnamese as per regulations;

+ Test results of the quality and safety indicators of the product issued by the testing laboratory designated by the competent authority of the country of origin or recognized by an international accreditation organization or regional accreditation organization or testing laboratory designated or recognized by the Ministry of Agriculture and Rural Development;

+ Sample of the product label provided by the manufacturer.

Note: The dossier is an original or a certified copy and a certified translation into Vietnamese.
