Dossier for Requesting the Disclosure of Information on Imported Supplementary Food Products

On November 19, 2018, the National Assembly of the Socialist Republic of Vietnam, in its XIV session, passed the Law on Animal Husbandry No. 32/2018/QH14 (referred to as the 2018 Animal Husbandry Law).

The 2018 Animal Husbandry Law regulates animal husbandry activities; the rights and obligations of organizations and individuals involved in animal husbandry; and state management of animal husbandry.

According to Clause 28, Article 2 of the 2018 Animal Husbandry Law (effective from January 1, 2020), supplementary feed is a single ingredient or a mixture of feed ingredients added to the diet to balance the essential nutrients for livestock; maintain or improve the characteristics of animal feed; and improve the health of livestock and the characteristics of animal husbandry products.

According to Article 34 of the 2018 Animal Husbandry Law, supplementary feed products must be appraised for publication on the Ministry of Agriculture and Rural Development's electronic information portal. This regulation does not apply to single ingredients.

According to Clause 3, Article 34 of the 2018 Animal Husbandry Law, the dossier for publication of information on imported supplementary feed products includes:

- Application for publication of product information;

- A free sale certificate or equivalent document issued by the competent authority of the country of origin;

- One of the Quality Management System certificates (ISO), Good Manufacturing Practice (GMP), Hazard Analysis and Critical Control Points (HACCP), or equivalent certificate of the manufacturing facility;

- Product information sheet provided by the producing organization or individual, including ingredient composition, usage, user instructions; quality indicators, safety indicators as prescribed by the Minister of Agriculture and Rural Development;

- The standard declaration applied by the registering organization or individual in accordance with the law on product, goods quality; supplementary product label in Vietnamese as prescribed;

- Test results sheet for the product's quality and safety indicators issued by a testing laboratory designated or accredited by the competent authority of the country of origin, or recognized by an international or regional accreditation body, or a testing laboratory designated or acknowledged by the Ministry of Agriculture and Rural Development;

- Sample of the product label provided by the producing organization or individual.

Note: The dossier must include the original or certified copies and a certified translation into Vietnamese.
