      Pursuant to Article 9 of the Regulations on officials of the Ho Chi Minh Communist Youth Union issued together with Decision 289-QD/TW in 2010, there are regulations on standards for Secretary, Deputy Secretary, and member of the Provincial Youth Union Standing Committee as follows:

      1- Secretary

      a) Grasp and be able to apply the Party's viewpoints and guidelines, the State's policies and laws in leading and directing the implementation of union work; have practical experience, ability to propose and participate in building guidelines, policies and laws of the Party, State and local unions; is a typical officer in the field of work of the locality and unit, has a leadership style, and the ability to manage work well.

      b) Professional qualifications from university or higher, advanced political theory level or bachelor's degree.

      c) Holding a position for the first time must be no more than 35 years old and holding a position no more than 40 years old.

      d) Have practical experience working in one of the following positions:

      - Leadership and management officials in provinces and centrally run cities.

      - Secretary and deputy secretary of district-level union.

      - Heads and deputy heads of departments and units under the province and city Union.

      2- Deputy Secretary

      Master and be able to apply the Party's viewpoints and guidelines, the State's policies and laws in leading and directing the implementation of union work; Have practical experience, ability to propose and participate in building guidelines, policies, laws of the Party, State and local unions; have a good leadership style.

      Professional level is from university or higher, political theory level is from intermediate level or higher.

      c) No more than 33 years old to hold a position for the first time and no more than 38 years old to hold a position.

      3-Member of the standing committee

      Basic standards are the same as deputy secretary but no more than 32 years old to hold the first position and no more than 37 years old to hold the position.

      Thus, according to the above regulations in Vietnam, to be Secretary of the Ho Chi Minh Communist Youth Union at the provincial level, you need to have a professional degree from university or higher. In addition, you must also meet the other conditions mentioned above.

      In Article 22 of the Regulations on officials of the Ho Chi Minh Communist Youth Union issued together with Decision 289-QD/TW in 2010, there are regulations on regimes and policies for Youth Union officials as follows:

      1- Union officials with outstanding achievements in the career of training and fostering the young generation, in the work of building youth unions, associations, teams, and movements are considered, rewarded and recommended by the party committee and government at all levels for commendation.

      2- If union officials make mistakes, depending on the severity of the violation, they must be subject to disciplinary action from the Union, the Party, and the government according to regulations.

      3- The inspection of the work of union cadres is presided over by the superior party committee in coordination with the superior union standing committee in accordance with the regulations of the Party, the State and the Union Charter.

      4- All levels of union ministries participate in supervising union cadres and union cadre work.

      According to this Article, officials of the Ho Chi Minh Communist Youth Union will enjoy the regimes and policies as prescribed above in Vietnam.

      What are obligations of Youth Union officials in Vietnam?

      In Article 5 of the Regulations on officials of the Ho Chi Minh Communist Youth Union issued together with Decision 289-QD/TW in 2010, there are regulations on obligations of Youth Union officials as follows:

      1- Loyal to the Communist Party of Vietnam, the Socialist Republic of Vietnam and the Vietnamese people; steadfast in the goals and ideals of the Ho Chi Minh Communist Youth Union; Strike at the forefront of the cause of building and defending the Fatherland.

      2- Be exemplary in performing civic duties; Party guidelines and policies, State laws and regulations of employing agencies and units; exemplary compliance with the Charter of the Ho Chi Minh Communist Youth Union, the assignments of the leadership collective, the union standing committee at the same level and the leadership and direction of the superior union organization.

      3- Dedicate to union work and the youth movement; Respect and have close contact with union members, youth, teenagers, children and the people. Enhance the sense of responsibility in protecting the legitimate rights and interests of union members, youth, teenagers and children.

      4- Actively study and research to improve the level of political theory, expertise, professionalism, health training and union work skills.

      5- Union officials at each level, each locality and unit must be an example for union members and young people to follow.

      Thus, officials of the Ho Chi Minh Communist Youth Union will have the obligations as prescribed above in Vietnam.
