      Based on Article 2 of Circular 09/2022/TT-BVHTTDL (effective from December 15, 2022), the code numbers for professional titles of civil servants in the field of fine arts are as follows

      Professional titles of civil servants in the field of fine arts are:

      1. Grade I Painter - Code: V.10.08.25

      2. Grade II Painter - Code: V.10.08.26

      3. Grade III Painter - Code: V.10.08.27

      4. Grade IV Painter - Code: V.10.08.28

      What are the professional ethics standards for civil servants in the field of fine arts in Vietnam?

      According to Article 3 of Circular 09/2022/TT-BVHTTDL (effective from December 15, 2022), the professional ethics standards for civil servants in the field of fine arts are as follows:

      1. Have a sense of responsibility for the assigned work, comply with the laws and regulations, and fulfill the duties of civil servants in professional activities.

      2. Contribute to the development of fine arts; have a sense of preserving, conserving, and promoting the value of traditional fine arts of the Vietnamese community of ethnic groups.

      3. Actively participate in research and creative activities; be passionate about the profession, honest, objective, straightforward, have clear political views; have a modest and appropriate attitude when interacting with the public; be aware of fighting against wrongdoings and negativity; practice thrift and combat waste.

      4. Have a spirit of solidarity, be positive and proactive in coordinating with colleagues to perform assigned tasks.

      5. Continuously study, practice, and improve quality, level, and capacity.

      How is the salary for professional titles of civil servants in the field of fine arts in Vietnam determined?

      According to Article 9 of Circular 09/2022/TT-BVHTTDL (effective from December 15, 2022), the salary for professional titles of civil servants in the field of fine arts is determined as follows:

      1. The professional titles of civil servants in the field of fine arts specified in this Circular are applied to the Salary Table 3 (Salary Table for professional and technical staff in public service units) attached to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for civil servants, public employees, and the armed forces, as follows:

      a) Grade I Painter: applied to the salary scale for civil servants of type A3, group 1 (A3.1), from salary coefficient 6.20 to salary coefficient 8.00;

      b) Grade II Painter: applied to the salary scale for civil servants of type A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;

      c) Grade III Painter: applied to the salary scale for civil servants of type A1, from salary coefficient 2.34 to salary coefficient 4.98;

      d) Grade IV Painter: applied to the salary scale for civil servants of type B, from salary coefficient 1.86 to salary coefficient 4.06.

      2. After completing the probationary period as prescribed and being decided by the competent authority to manage civil servants to appoint the professional title of civil servants in the field of fine arts, the following steps are taken to rank the grade in the appointed professional title:

      a) In case the recruited civil servant has a doctorate degree, suitable for the position to be recruited, is appointed to the professional title of Grade III Painter: rank grade 3, salary coefficient 3.00, civil servant grade A1;

      b) In case the recruited civil servant has a master's degree, suitable for the position to be recruited, is appointed to the professional title of Grade IIII Painter: rank grade 2, salary coefficient 2.67, civil servant grade A1;

      c) In case the recruited civil servant has a bachelor's degree, suitable for the position to be recruited, is appointed to the professional title of Grade III Painter: rank grade 1, salary coefficient 2.34, civil servant grade A1;

      d) In case the recruited civil servant has a higher education diploma, suitable for the position to be recruited, is appointed to the professional title of Grade IV Painter: rank grade 2, salary coefficient 2.06, civil servant grade B;

      dd) In case the recruited civil servant has a secondary education diploma, suitable for the position to be recruited, is appointed to the professional title of Grade IV Painter: rank grade 1, salary coefficient 1.86, civil servant grade B.

      3. The transfer of salary for civil servants from the current professional title to the professional title in the field of fine arts specified in this Circular is carried out in accordance with the guidance in Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding the salary ranking when upgrading, transferring, and changing the type of civil servants.
