Who bears the responsibility for the initial allowance when taking up work in particularly difficult areas?
Article 6, Decree 76/2019/ND-CP stipulates the initial allowance when taking up work in regions with particularly difficult socio-economic conditions as follows:
The subjects specified in Article 2 of this Decree, when taking up work for the first time at agencies, organizations, or units in regions with particularly difficult socio-economic conditions, shall receive the following allowances:
An initial allowance equivalent to 10 months of the statutory pay rate at the time of taking up work in regions with particularly difficult socio-economic conditions.
In case of having a family accompany to work in regions with particularly difficult socio-economic conditions, in addition to the initial allowance, the following allowance shall be granted:

- The allowances stipulated in Clauses 1 and 2 of this Article shall be paid by agencies, organizations, or units in regions with particularly difficult socio-economic conditions where the reception and assignment of work take place as soon as the eligible subject arrives to take up work, and this payment shall be made only once during the total actual working time in regions with particularly difficult socio-economic conditions.
Thus, according to the regulation, the initial allowance when taking up work for the first time at agencies, organizations, or units in regions with particularly difficult socio-economic conditions shall be paid by the agencies, organizations, or units in regions with particularly difficult socio-economic conditions where the reception and assignment of work take place as soon as the eligible subject arrives to take up work.
