When are Officials and Public Employees Entitled to Responsibility Allowance?
At Section III, Circular 05/2005/TT-BNV guiding the implementation of policies on responsibility allowances for officials and public employees issued by the Ministry of Home Affairs, it is stipulated:
The responsibility allowance is paid together with the monthly salary and is not used to calculate or enjoy social insurance benefits;
When an individual does not perform the job entitled to the responsibility allowance for a period of one month or more, they are not entitled to the responsibility allowance.
=> Thus, according to the above regulations, the responsibility allowance will be paid together with the monthly salary. In cases where an individual is appointed to a job with a responsibility allowance but does not perform that job for one month or more, they will not be entitled to the allowance.
