What is the latest region-based statutory minimum wage in Vietnam for 2025?
Pursuant to Article 3 of Decree 74/2024/ND-CP, the latest region-based statutory minimum wage for 2025 is specified as follows:

Note: The application of regional territories to determine the region-based statutory minimum wage is identified according to the location of the employer's operations as follows:
- Employers operating in a locality pertaining to a specific region shall apply the minimum wage stipulated for that locality.
- Employers with units, branches operating in different localities with varying minimum wages, shall apply the stipulated minimum wage for the locality where each unit or branch operates.
- Employers operating in industrial parks, export processing zones located in localities with different minimum wages shall apply the highest stipulated region-based statutory minimum wage.
- Employers operating in localities undergoing name changes or administrative division shall temporarily apply the stipulated minimum wage for the locality prior to the name change or administrative division until the Government of Vietnam issues new regulations.
- Employers operating in newly established localities from one or several localities with different minimum wages shall apply the minimum wage of the locality with the highest stipulated region-based statutory minimum wage.
- Employers operating in a city under provincial jurisdiction newly established from one or several localities in Region IV shall apply the stipulated minimum wage for the remaining provincial city in Clause 3 of the Appendix attached to Decree 74/2024/ND-CP

Pursuant to the Appendix issued with Decree 74/2024/ND-CP, the list of areas for application of the region-based statutory minimum wage for 2025 is outlined as follows:

- The districts and counties Gia Lam, Dong Anh, Soc Son, Thanh Tri, Thuong Tin, Hoai Duc, Thach That, Quoc Oai, Thanh Oai, Me Linh, Chuong My, and the district-level town Son Tay of Hanoi |
Region II |
- The remaining counties of Hanoi City |
Vùng III |
- The remaining provincially-administered cities (excluding provincial cities mentioned in Region I, Region II) |
Region IV |
The remaining localities |
Can an employee's salary be lower than the statutory minimum wage in Vietnam?
Pursuant to Article 90 of the Labor Code 2019 on wages:
Article 90. Wages
- Wage is the amount paid to the employee by the employer under agreement to perform work, including the wage according to the job or title, wage allowance, and other supplementary amounts.
- The wage according to the job or title must not be lower than the minimum wage.
- Employers must ensure equal pay, not discriminating based on gender for employees doing work of equal value.
According to the above regulations, the employee's wage according to the job or title must not be lower than the minimum wage.
