What is implementation of one-time social insurance payment when submitting applications on mobile devices in Vietnam?
Pursuant to Article 7 of the one-time social insurance settlement process, pilot application of authentication via digital signature integrated in the application on mobile devices according to Decision 422/QD-TTg approving the Service List Integrated online public service, provided on the National Public Service Portal 2022 issued with Decision 3612/QD-BHXH (Effective from January 1, 2023) stipulates payment as follows:
The Financial Planning Section/Department staff receives the list of C97-HD from the Social Insurance Benefits Section/Department and makes payments according to the provisions of Clause 6, Article 1 of Decision No. 3503/QD-BHXH. Only make payment for one-time social insurance benefits (in cash or via personal account) after the person requesting settlement has received the Decision to enjoy one-time social insurance benefits and the social insurance book is still valid for participation. Haven't received unemployment insurance (if any) and have returned the paper social insurance book.
Check and compare when paying one-time social insurance as follows:
- In case the beneficiary registers to receive one-time social insurance benefits directly in cash at the social insurance agency: on the basis of ID card/citizen identification card/Passport that has been compared and authenticated by the One-stop shop. The Financial Planning Section/Department checks and compares the beneficiary's signature on the application for one-time social insurance benefits (Form No. 14A-HSB) with the signature on the list of one-time social insurance benefit payments (Form No. C97-HD).
- In case of payment via personal account: Pay via the employee's personal account. Before transferring money to the account, the Financial Planning Section/Department staff will contact the beneficiary by phone number. to check the information and notify the one-time transfer of social insurance benefits for confirmation.

According to Article 8 of the one-time social insurance settlement process, pilot application of authentication via digital signature integrated in the application on mobile devices according to Decision 422/QD-TTg approving the Service List Integrated online public service, provided on the National Public Service Portal 2022 issued with Decision 3612/QD-BHXH (Effective from January 1, 2023) stipulating the return of resolution results as follows:
The One-stop shop carries out:
1. Receiving: Documents have been processed from the Section/Department of Social Insurance Benefits to be returned to the payer including: Decision on one-time social insurance benefits (Form No. 07B-HSB), Social insurance payment process (Form No. 04-HSB); Electronic social insurance book or paper social insurance book according to the registered method in case of one-time social insurance benefits with unpaid unemployment insurance payment period from the collection management Section/Department and card book.
2. Return results
After receiving the results of administrative procedures, the staff at the One-stop shop calls directly and notifies the beneficiaries to receive the results in the registered form and instructs the beneficiaries to return the paper social insurance book. In case of receiving results at the One-stop shop of the social insurance agency, when coming to receive the results, bring your ID card/citizen identification card/Passport for comparison and the paper social insurance book to submit to the social insurance agency.
a) In case the beneficiary registers to receive results directly at the social insurance agency
The officer returns the results to compare ID card/citizen identification card/Passport/Personal account information (if received via personal account) according to the beneficiary's information on the file; Scan ID card/citizen identification card/Passport, digitally sign the scanned copy for record keeping, ask the beneficiary to sign on the tracking book to return the results. Then inform the Financial Planning Section/Department to make payment in cash or transfer money to the beneficiary's account (In case of payment in cash, instruct the beneficiary to receive directly; In case of transfer to a personal account, timely information about the results being returned to the beneficiary so that the Financial Planning Department/Department can carry out the transfer.).
b) In case the beneficiary only registers to receive electronic results
The electronic copy is sent to the individual's electronic data management repository on the Public Service Portal.
What are responsibilities of the provincial social insurance agency in handling one-time social insurance benefits authenticated via digital signature on the mobile application in Vietnam?
In Article 9 of the one-time social insurance settlement process, pilot application of authentication via digital signature integrated in the application on mobile devices according to Decision 422/QD-TTg approving the Service List Integrated online public service, provided on the National Public Service Portal 2022 issued with Decision 3612/QD-BHXH (Effective from January 1, 2023) regulating the responsibilities of social insurance of provinces and centrally run cities as follows:
Organize timely implementation in accordance with the provisions of this Decision and periodically report on the implementation status on the first 6 months of each quarter to Vietnam Social Insurance (through the Social Insurance Policy Implementation Board).
