What Health Category Must Foreign Workers Meet to Be Issued a Work Permit?
According to Article 9 of Decree 152/2020/ND-CP regarding the application dossier for a work permit, it includes:
- Written request for the issuance of a work permit from the employer, following Form No. 11/PLI of Appendix I issued together with this Decree.
- Health certificate or medical examination certificate issued by a competent foreign or Vietnamese health authority or organization that is valid for 12 months from the date the health conclusion is signed to the date of submission or a health certificate stating sufficient health as prescribed by the Minister of Health.
- Criminal record certificate or document confirming that the foreign worker is not in the period of serving a sentence, has not had their criminal record expunged, or is not under criminal prosecution issued by the foreign or Vietnamese authority.
The criminal record certificate or the document confirming that the foreign worker is not in the period of serving a sentence, has not had their criminal record expunged, or is not under criminal prosecution must be issued no more than 6 months from the issuance date to the submission date.
- Documents proving the position of manager, executive director, expert, technical worker, and some professions and jobs as prescribed;
- Two color photos (size 4 cm x 6 cm, white background, straight face, bare head, no colored glasses), taken no more than 6 months to the date of submission.
- Written approval for the need to use foreign workers except for cases not required to determine the need for using foreign workers.
- Certified copy of valid passport according to legal regulations.

Thus, to be granted a Work Permit, one must have a health certificate or medical examination certificate issued by a health authority or organization, still valid and concluding sufficient health. There is currently no specific regulation on the type of health required to issue a Work Permit, however if it is concluded that the person has sufficient health, it meets the requirement.
