What are the professional and technical competency standards for a Chief Banking Control Officer in Vietnam?
According to Clause 3, Article 5 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the competency standards for the position of Chief Banking Control Officer are as follows:
a) Having a solid understanding of the Party's guidelines, the State's laws, and the policies of the banking sector regarding banking activities.
b) Having a strong grasp of the controlling and auditing practices of the State Bank; effectively guiding and managing the activities of control and audit officers and members of the control and audit team; being able to review the conclusions of control officers.
c) Being capable of participating in the development of legal documents, projects, programs, and guidelines for implementing control and audit regimes, policies, and regulations of the State Bank.
d) Proficient in the principles and internal control and audit procedures of the State Bank.
dd) Having a comprehensive and up-to-date knowledge of the development trends and situations in the field of banking control and auditing, both domestically and internationally; being able to develop and improve research methods and propose improvements to banking management practices.
e) Analyzing, synthesizing, and evaluating the various aspects of operational activities in a unit or management area of the State Bank.
g) Independently organizing and implementing the requirements of control and audit activities.
h) Having the ability to work independently or in coordination with a team; possessing skills in drafting documents and presenting research and advisory issues.
i) Having basic information technology skills and proficiency in a foreign language or proficiency in the language of ethnic minorities for civil servants working in areas with ethnic minority populations, as required by the job position.

What are the training and development requirements for the position of Chief Banking Control Officer in Vietnam?
According to Clause 4, Article 5 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the training and development requirements for the position of Chief Banking Control Officer are as follows:
a) Having a university degree or higher in the fields of economics, finance, banking, accounting, auditing, information technology, construction, or law.
b) Having a certificate of training in knowledge and skills of state management for senior specialist-level civil servants (or equivalent), or having a higher diploma in political theory and administration.
What are the requirements for candidates to take the promotion exam to become a Chief Banking Control Officer in Vietnam?
According to Clause 5, Article 5 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the requirements for candidates to take the promotion exam to become a Chief Banking Control Officer are as follows:
a) The candidate shall have a minimum of 9 years or more of experience in the position of Banking Control Officer or its equivalent (excluding probationary and internship periods). In cases where the candidate has equivalent experience in the position of Banking Control Officer, the minimum duration of holding the position should be 1 year (12 months) until the deadline for submitting the application for the promotion exam.
b) During the period of holding the position of Banking Control Officer or its equivalent, the candidate should have participated in the construction and appraisal of at least one legal document or research project, plan, or scientific research program from the local level or above, which was led by the employing agency and was authorized or accepted by the competent authority.
