What are the Duties and Powers of Trade Union Executive Committees at All Levels?
According to Clause 7, Article 11 of the Charter of the Vietnam General Confederation of Labour issued with Decision 174/QD-TLD in 2020, the Executive Boards of Trade Unions at all levels have the following duties and powers:
- Represent and protect the lawful and legitimate rights and interests of members and workers within the designated scope and object.
- Organize the implementation of the resolutions of the trade union congress at the same level.
- Implement the guidelines, resolutions, and regulations of the Communist Party and higher-level trade unions.
- Direct, inspect, and guide the activities of lower-level trade unions.
- Decide on the establishment, merger, division, consolidation, dissolution, upgrade, and downgrade of lower-level trade unions, and recognize the executive boards of lower-level trade unions.
- Elect the Presidium (for the Executive Board of the Vietnam General Confederation of Labour), elect the standing committee (for executive boards with 09 members or more); elect positions within the executive board, inspection committee, and head of the inspection committee at the same level.
- Train, foster, and create favorable conditions for trade union officials to operate; guide, assist, and protect trade union officials when their lawful and legitimate rights and interests are violated; the executive board of the higher-level trade union represents, supports, and assists the executive board of the grassroots trade union in collective bargaining, exercising the right to organize and lead strikes according to legal regulations.
- Organize questioning sessions and answer questions from trade union officials and members at executive board meetings.
- Periodically report the organization and activities of the trade union at the same level to the party committee (if any), the higher-level trade union, and notify the lower-level trade union.
- Manage finances, assets, and economic activities of the trade union according to State regulations.
