What are regulations on code classification of title of doctors and doctors of preventive medicine in Vietnam?

Pursuant to Clause 1 and 2, Article 2 of the Joint Circular 10/2015/TTLT-BYT-BNV stipulating regulations on code classification of title of doctors and doctors of preventive medicine in Vietnam as follows:

1. Group of title of doctor, including:

a) Senior doctor (grade I) Code: V.08.01.01

b) Primary doctor (grade II) Code: V.08.01.02

c) Doctor (grade III) Code: V.08.01.03

2. Group of title of doctor of preventive medicine, including:

a) Senior doctor of preventive medicine (grade I) Code: V.08.02.04

b) Primary doctor of preventive medicine (grade II) Code: V.08.02.05

c) Doctor of preventive medicine (grade III) Code: V.08.02.06

As regulations above, classification of title of doctors and doctors of preventive medicine are as follows:

What are criteria for professional ethics of doctors in Vietnam?

Pursuant to Article 3 of the Joint Circular 10/2015/TTLT-BYT-BNV stipulating criteria for professional ethics as follows:

- Being dedicated to serving the career of care, protection and improvement of people’s health.

- Understanding and complying well with the code of conduct of officials of health sector.

- Practicing profession in accordance with regulation and procedures for technical profession and other regulations of law.

- Constantly studying to improve level and professional qualification.

- Respecting patient’s right.

- Being honest, objective, fair, responsible, solidarity, respectful, and collaborative with colleagues in professional practice.

Summary of allowances for doctors in Vietnam

At present, doctors in Vietnam receive following allowances:

Hazardous allowance according to the Official Dispatch 6608/BYT-TCCB in 2005:

The allowance is divided into four levels, with a rate of 0.1, 0.2, 0.3, or 0.4 times the minimum wage (the statutory pay rate).

The current statutory pay rate is 1.800.000 VND/month according to the Decree 24/2023/NĐ-CP.

+ Benzol exceeds the concentration of 0.05mg/liter of air;

+ Toluene exceeds the concentration of 0.10mg/liter of air;

+ Xynol exceeds the concentration of 0.10mg/liter of air;

- Production of adsorbents used for chromatographic analysis such as Silicazen and titration tubes (mother solution).

- Directly treat, rehabilitate and serve leprosy patients, including Hansen tests;

- Imaging, electro-optical;

- Autopsy, forensic surgery and preservation and care of corpses;

- Using radioactive substances Radium and Cobalt for medical examination and treatment;

- Directly serve psychiatric patients in specialized hospitals and psychiatric departments in general hospitals (including serving war invalids and mentally ill soldiers in treatment and nursing areas for war invalids and patients). soldiers);

- Directly serve patients with HIV/AIDS, rabies, infectious diseases, tuberculosis in hospitals, specialized institutes, infectious diseases departments and tuberculosis departments in general hospitals;

- Regularly specializes in forensic toxicology testing.

Special allowances as stipulated in Decision 73/2011/QĐ-TTg:

1. On-call allowance as stipulated in Clause 3, Article 2 of Decision 73/2011/QĐ-TTg:

- On-call workers who work 24/24 hours are entitled to the following levels of allowance:

+ 115,000 VND/person/on-call shift for hospitals of grade 1 and special grade.

+ 90,000 VND/person/on-call shift for hospitals of grade 2.

+ 65,000 VND/person/on-call shift for other hospitals and equivalent facilities.

+ 25,000 VND/person/on-call shift for commune health centers, military-civilian health centers, and military-civilian infirmaries.

- On-call workers who work 12/24 hours are entitled to a level equal to 0.5 times the level of the 24/24-hour on-call allowance.

- On-call workers who work 16/24 hours are entitled to a level equal to 0.75 times the level of the 24/24-hour on-call allowance.

- If the on-call worker is at the emergency room or intensive care unit, the level of the on-call allowance is calculated at 1.5 times the rate specified above.

- On-call work on a weekly holiday is calculated at 1.3 times the rate specified above.

- On-call work on a holiday or Tết holiday is calculated at 1.8 times the rate specified above.

- On-call workers who work 24/24 hours are entitled to a meal allowance of 15,000 VND/person/on-call shift.

- On-call workers are entitled to a day off with full pay after participating in on-call work as follows:

+ On-call workers who work 24/24 hours on a regular day, a weekly holiday, or a holiday are entitled to a day off. On Tết holidays, they are entitled to two days off.

+ On-call workers who work 12/24 hours or 16/24 hours are entitled to at least 12 hours of rest the next day.

2. Surgical allowances specified in Clause 1 and Clause 2, Article 4 of Decision 73/2011/QĐ-TTg:

3. Anti-epidemic allowances specified in Point a, Clause 1, Article 3 of Decision 73/2011/QĐ-TTg:

- People who monitor, investigate, and verify epidemics; Participate in fighting the epidemic; Directly participating in examining, diagnosing, and treating people with epidemic diseases at infectious disease examination and treatment facilities (hereinafter referred to as participating in epidemic prevention) are entitled to anti-epidemic allowances at the following levels:

+ Group A infectious diseases: 150,000 VND/day/person;

+ Group B infectious diseases: 100,000 VND/day/person;

+ Group C infectious diseases: 75,000 VND/day/person;

- If participating in epidemic prevention on a weekly day off, the permanent allowance is calculated as 1.3 times the level prescribed above.

- If participating in anti-epidemic activities on holidays or New Year, the permanent allowance is calculated as 1.8 times the level prescribed above.
