What are salary ranking principles for civil servants specialized in Banking in Vietnam?

In Article 9, Circular 14/2022/TT-NHNN (effective from January 1, 2023) stipulates principles for salary ranking of specialized banking civil servant ranks as follows:

1. Appointment and salary ranking to specialized Banking civil servant ranks specified in this Circular must be based on the employment position, responsibilities, tasks and professional skills undertaken by the civil servant.

2. When transferring from the current civil servant rank to the specialized banking civil servant rank according to the provisions of this Circular, it is not allowed to combine salary grade or civil servant rank increases.

What is salary ranking of civil servants specialized in Banking in Vietnam?

In Article 10, Circular 14/2022/TT-NHNN (effective from January 1, 2023) stipulates salary rankings for specialized banking civil servant ranks as follows:

1. Banking civil servant ranks specified in this Circular apply Table 2 (Professional salary schedule for officials and civil servants in state agencies) issued with Decree No. 204 /2004/ND-CP dated December 14, 2004 of the Government on salary regime for officials, civil servants, public employees and armed forces (amended and supplemented) as follows:

a) The Bank Senior Controller class applies the civil servant salary table type A3, group 1 (A3.1), from salary coefficient 6.20 to salary coefficient 8.00;

b) The rank of Chief Controller of the bank applies the civil servant salary table type A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;

c) Bank Controller class applies civil servant salary table type A1, from salary coefficient 2.34 to salary coefficient 4.98;

d) The class of warehouse keeper and bank treasurer applies the A0 civil servant salary schedule, from salary coefficient 2.10 to salary coefficient 4.89;

d) The Treasury - Treasury Officer class applies the civil servant salary schedule type B, from salary coefficient 1.86 to salary coefficient 4.06.

2. The transfer of salaries for civil servants from the currently held specialized civil servant ranks to the specialized Banking civil servant ranks specified in this Circular is carried out according to the instructions in Clause 2, Section II of Circular No. 02/2007 /TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary rankings when upgrading, transferring ranks, and changing categories of civil servants and public employees.

In Article 7, Circular 14/2022/TT-NHNN (effective from January 1, 2023) regulates ranks of warehouse keeper and bank treasurer as follows:

1. Position

As a professional civil servant specialized in Banking, managing and ensuring the absolute safety of all types of assets stored in the State Bank vault according to assigned tasks, arranged in different positions. jobs at units of the State Bank.

2. Mission

a) Carry out the import - export (receipt - expenditure) of cash, precious assets, valuable papers accurately, promptly and completely in accordance with orders of competent authorities, according to valid and appropriate accounting documents;

b) Open a cash book; books to monitor each type of money and each type of asset; warehouse card; other necessary books; Record and preserve books and documents fully, clearly and accurately;

c) Organize and arrange cash and assets in the vault neatly and scientifically, ensuring vault hygiene; Apply necessary measures to ensure the quality of money and assets in the vault;

d) Participate in regular or unscheduled inventory of assets in the vault to ensure the correct match between actual inventory and accounting books, cash books, and warehouse cards;

d) Manage and keep the key to a vault door lock to preserve assigned assets, warehouse door locks and means of preserving assets in the vault (safes, safes); Take personal responsibility for assets in the vault within assigned tasks;

e) Fully implement reporting and vault inventory regimes, in accordance with State and industry regulations.

3. Standards of professional capacity and expertise

a) Be familiar with the procedures and regulations on the State Bank's vault management regime and other relevant laws;

b) Understand State legal documents on obligations and responsibilities for safe preservation of assets;

c) Master the order and administrative procedures of the State Bank and its units;

d) Understand the functions and tasks of the industry and unit;

d) Correctly follow procedures for processing documents, recording cash books and warehouse cards;

e) Proficient in treasury operations and banking operations;

g) Able to use machinery, equipment, and specialized technical tools related to protecting vault security and safety.

4. Standards for training and fostering qualifications

Have a college diploma or higher with major or major: economics, finance, banking, accounting, auditing.

5. Requirements for civil servants taking the exam for promotion to the rank of Storekeeper or Bank Treasurer

Have held the rank of Currency - Treasury Officer for 3 years or more (not including probationary period). In case the time is equivalent to the rank of Currency Officer - Treasury, the time to hold the rank of Currency Officer - Treasury is at least 01 year (full 12 months) up to the deadline to submit the application to register for the promotion exam.
