What are roles of building of basic competency standards of Vietnamese traditional medicine doctors towards society in Vietnam?

Pursuant to Subsection 1, Section I of the Basic Competency Standards of Traditional Medicine Doctors in Vietnam promulgated together with the Decision 3159/QD-BYT in 2022 stipulating roles of building of basic competency standards of Vietnamese traditional medicine doctors towards society in Vietnam as follows:

Vietnam is a country with a long history of traditional medicine and pharmacy, which was formed and developed along with the development of the Vietnamese nation. Traditional medicine is a component of Vietnamese medicine.

Today, traditional medicine is playing an important role in people's health care, chosen by the people. The Party, State and Government always highly appreciate the role and development potential of traditional medicine and pharmacy, and have issued many guidelines, policies, laws, ordinances, decrees and other legal documents to guide and direct the implementation of inheritance, conservation, promotion and development of traditional medicine in combination with modern medicine. Traditional medicine medical examination and treatment system has been formed and developed from the central to local levels, focusing on training high-quality human resources.

Traditional medicine is a branch of the health sector, currently traditional medicine hospitals are all developing in the direction of traditional medicine general hospitals, requiring specialized traditional medicine human resources. Currently, the training institutions of traditional medicine doctors are increasing, including public and non-public institutions, but the training program, facilities, quality of lecturers, quality The input of students, especially the way in which the training program is implemented, the training organization capacity of the institutions is not uniform, so the qualifications of the graduated traditional medicine doctors are also different. Therefore, it is necessary to issue basic competency standards for Vietnamese traditional medicine doctors.

On the other hand, before the need to integrate according to international practices, managers and users of traditional medicine doctors need a tool to control, evaluate and standardize traditional medicine human resources. Therefore, the development and promulgation of basic competency standards for traditional medicine doctors is of significance and importance:

1. For society

- Timely respond to the medical examination and treatment needs of the people as well as the needs of the employer of traditional medicine doctors.

- Strengthen the supervision of the people, patients and the community on the implementation of the school's commitments to the society in terms of training quality.

- Limit and overcome the situation of providing medical services of poor quality or mistakes due to lack of professional capacity.

What are roles of building of basic competency standards of Vietnamese traditional medicine doctors towards training institutions in Vietnam?

Pursuant to Subsection 2, Section I of the Basic Competency Standards of Traditional Medicine Doctors in Vietnam promulgated together with the Decision 3159/QD-BYT in 2022 stipulating roles of building of basic competency standards of Vietnamese traditional medicine doctors towards training institutions in Vietnam as follows:

- Serve as a basis for developing output standards, developing appropriate programs, methods and learning contents for the training program of traditional medicine doctors.

- Serve as a basis for students of traditional medicine at university level to develop study plans, strive and self-assess their professional capacity during their studies and after graduation.

What are roles of building of basic competency standards of Vietnamese traditional medicine doctors towards establishments using and managing traditional medicine doctors in Vietnam? 

Pursuant to Subsection 3, Section I of the Basic Competency Standards of Traditional Medicine Doctors in Vietnam promulgated together with the Decision 3159/QD-BYT in 2022 stipulating roles of building of basic competency standards of Vietnamese traditional medicine doctors towards establishments using and managing traditional medicine doctors in Vietnam as follows:

- Determine the scope of practice, areas of expertise and technical lists for traditional medicine doctors to ensure safety and effectiveness.

- Serve as the basis for managers to plan to develop human resources of traditional medicine doctors, to train to improve professional expertise, to train in combination with other modern medical specialties.
