Is a civil servant with basic professional and technical qualifications in internal control and internal auditing, responsible for researching, building and organizing the implementation of internal control and internal auditing tasks of the State Bank of Vietnam.

b) To directly perform control and auditing tasks within the assigned scope; to propose and recommend measures to address shortcomings and violations at the units being controlled and audited, and to be responsible to the Head of the unit and the law for their proposals and recommendations;

c) To summarize, evaluate, and draw lessons from the experience of control and auditing of all aspects of the activities of the State Bank of Vietnam within the scope of the assigned tasks to ensure the implementation of control and auditing of the activities of the State Bank of Vietnam strictly and effectively; on this basis, to propose, recommend additions, and amendments to the control and auditing procedures and processes of the State Bank of Vietnam;

d) To monitor, summarize, and report the results of control and auditing, and at the same time, to propose measures to strengthen the effectiveness of control and auditing work.

What are professional and technical competence standards of the Bank Controller position in Vietnam?

At Clause 3, Article 6 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the professional and technical competence standards for the Bank Controller position are as follows:

a) Has a deep understanding of the Party's lines, orientations, and the State's laws and regulations on the industry, field of work, objectives and subjects of management,

b) Has a good understanding of the functions and tasks of the State Bank of Vietnam, the operations of the State Bank of Vietnam;

c) Has a good understanding of the principles, methods, and techniques of control and auditing.

d) Has the ability to analyze, synthesize, and solve problems in the field of control and auditing.

dd) Has the ability to communicate effectively and effectively.

e) Has the ability to use basic information technology and use a foreign language or use a minority language for civil servants working in minority areas as required by the job position.

What are educational and training standards of the Bank Controller position in Vietnam?

At Clause 4, Article 6 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the educational and training standards of the Bank Controller position are as follows:

a) Has a bachelor's degree or higher in the field or major of economics, finance, banking, accounting, auditing, information technology, construction, or law;

b) Has a certificate of training in knowledge and skills of public administration for civil servants at the rank of specialist (or equivalent).
