3. Share data and information within the authorized scope. Do not create or distribute programs or software with the purpose of sabotaging the database system.

Based on Article 15 of Circular 20/2021/TT-BLDTBXH (Effective from 01/02/2022), the responsibilities of units under the Ministry of Labor - War Invalids and Social Affairs in managing and operating the database system on Vietnamese guest workers are as follows:

The Department of Overseas Labor, Ministry of Labor - War Invalids and Social Affairs is responsible for:

a) Managing the identification of Vietnamese guest workers through the assigned code, integrated into the database system.

b) Operating, managing, and exploiting the database system effectively and securely; promptly addressing and coordinating the resolution of any issues that arise.

c) Organizing training and providing guidance on the use of the database system.

d) Regularly reviewing, evaluating the effectiveness, and proposing solutions for managing and operating the database system.

e) Annually preparing a budget to serve the updating and upgrading of the database system.

The Information Center, Ministry of Labor - War Invalids and Social Affairs is responsible for:

a) Managing the infrastructure and information technology equipment at the Data Integration Center of the Ministry of Labor - War Invalids and Social Affairs to ensure smooth, secure, and reliable operation of the database system.

b) Reviewing and proposing plans and measures to ensure the continuous operation of the database system.

c) Annually preparing a budget to support the maintenance and operation of the database system at the Data Integration Center.

What are responsibilities of the labor specialized agency under the provincial People's Committee in managing and operating the database system on Vietnamese guest workers?

Based on Article 16 of Circular 20/2021/TT-BLDTBXH (Effective from 01/02/2022), it stipulates the responsibilities of the labor specialized agency under the provincial People's Committee in managing and operating the database system on Vietnamese guest workers as follows:

1. Update information on workers working abroad under contracts as specified in Clause 3, Article 11 of this Circular.

2. Exploit and utilize the database system as regulated in Article 14 of this Circular.
