What are requirements for civil servants to take the exam to upgrade to the rank of Bank Chief Controller in Vietnam?

At Clause 5, Article 4 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the requirements for civil servants taking the exam to upgrade to the rank of Bank Chief Controller are as follows:

a) Currently holding the rank of Bank Chief Controller, and has held the rank of Bank Chief Controller and equivalent for at least 6 years. In case of having equivalent time with the rank of Bank Chief Controller, the time of holding the rank of Bank Chief Controller must be at least 1 year (12 months) as of the deadline for submitting the application for the promotion exam;

b) During the time of holding the rank of Bank Chief Controller or equivalent, has led the development or appraisal of at least 2 legal documents or topics, projects, plans, or scientific research programs at the national, ministerial, departmental, sectoral, or provincial level that the unit using the civil servant was assigned to lead the research or development and has been issued or approved by the competent authority. Specifically:

Has a decision of the competent authority to assign to participate in the drafting team, working group for legal documents or has a document assigning the task of leading the development of the competent authority for cases where it is not necessary to establish a drafting team, working group in accordance with the Law on Promulgation of Legal Documents.

Has a decision of the competent authority to assign to participate in the steering committee, headship, drafting team for topics, projects, plans, scientific research programs at the national, ministerial, departmental, sectoral, or provincial level or has a document assigning the task of the competent authority on the leadership of the development of the appraisal report, revision of the legal document.

At Clause 1, Article 5 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the responsibilities of the Bank Chief Controller position are as follows:

To be a civil servant with high professional and technical competence in internal control and internal auditing, responsible for researching, developing policies or performing advisory tasks, assisting leaders or leading the implementation of internal control and internal auditing tasks of the State Bank of Vietnam.

What are tasks of the Bank Chief Controller position in Vietnam?

At Clause 2, Article 5 of Circular 14/2022/TT-NHNN (effective from January 1, 2023), the tasks of the Bank Chief Controller position are as follows:

a) To lead or participate in researching, developing, and improving the institutional or mechanisms, regulations, programs, and plans for controlling and auditing the assigned operational activities; to organize the implementation of controlling and auditing the assigned operational activities;

b) To summarize and report the results of controlling and auditing the assigned areas; to propose and recommend measures to address shortcomings for the units being controlled and audited and to be responsible to the Head of the unit and the law for their proposals and recommendations;

c) To organize, guide, follow up, and inspect the implementation of regimes, policies, and professional and technical matters on controlling and auditing of the State Bank of Vietnam; to propose measures to enhance the effectiveness and effectiveness of the controlling and auditing work of the State Bank of Vietnam;

d) To direct the activities of auditing and controlling; to analyze, evaluate, and draw lessons from the work of controlling and auditing; to propose to supplement, amend, and improve the mechanisms, procedures, and operational processes of controlling and auditing of the State Bank of Vietnam and the mechanisms of banking operations;

dd) To participate in building the procedures, regulations, and mechanisms for banking operations; to research, develop topics, projects, and scientific research works to innovate and perfect the management mechanisms, improve the effectiveness and efficiency of the State Bank of Vietnam;

e) To participate in building the content, compiling materials, and training programs for training, retraining, and guiding professional and technical matters for Bank Controllers and those working in internal control and internal auditing of the State Bank of Vietnam.
