What are regulations on eligibility, use and general regulations on cadres, civil servants, and public employees cards in Vietnam?

Pursuant to Article 2 of the Decision 06/2008/QĐ-BNV, the following subjects are eligible for issuance and use of cadres, civil servants, and public employees cards:

1. Cadres and civil servants working in state agencies, organizations, and establishments. This includes staff and civil servants working in the armed forces and public security.

2. Cadres and civil servants working in non-state organizations and establishments that are funded by the State budget and are required to wear uniforms.

3. Cadres and civil servants working in commune, ward, and town.

Pursuant to Article 3 of the Decision 06/2008/QĐ-BNV stipulating general regulations on cadres, civil servants, and public employees cards in Vietnam as follows:

1. Cadre, civil servant, and public employee cards are a tool to identify and determine the position and title of each cadre, civil servant, and public employee in the agency, organization, or unit.

2. Cadre, civil servant, and public employee cards must include the name of the agency, organization, or unit that manages and uses cadre, civil servants, and public employees; the photo, name, position, or job title of the cadre, civil servant, and public employee; and the card number.

3. Cadre, civil servant, and public employee cards are made of paper or plastic. Agencies, organizations, and units are encouraged to use magnetic cards or cards with electronic chips to improve the efficiency of use.

What are regulations on the model of cadres, civil servants, and public employees cards in Vietnam?

Pursuant to Article 4 of the Decision 06/2008/QĐ-BNV stipulating the model of cadres, civil servants, and public employees cards in Vietnam as follows:

The card is rectangular, 50mm wide and 90mm long. The following information criteria are printed on both sides of the card:

1. Name of the agency at the ministerial, provincial, or equivalent level, or the parent agency of the agency, organization, or unit that directly uses the cadre, civil servant, and public employee (printed in the first row): In bold, Times New Roman font, size 14 (according to the Vietnamese standard code TCVN-6909/2001), yellow on blue background.

2. Name of the agency, organization, or unit that directly uses the cadre, civil servant, and public employee (printed in the second row): In bold, Times New Roman font, size 14 (according to the Vietnamese standard code TCVN-6909/2001), yellow on blue background.

3. Name of the cadre, civil servant, and public employee (printed in the third row): In bold, Times New Roman font, size 16 (according to the Vietnamese standard code TCVN-6909/2001), black on white background.

4. Position of the cadre, civil servant, and public employee (printed in the fourth row): In bold, Times New Roman font, size 12 (according to the Vietnamese standard code TCVN-6909/2001), black on white background. For those who do not hold a leadership position, the current job title of the cadre, civil servant, and public employee is stated.

5. Cadre, civil servant, and public employee card number according to the instructions of the Ministry of Home Affairs (printed in the fifth row): In bold, Times New Roman font, size 14 (according to the Vietnamese standard code TCVN-6909/2001), red on white background. While awaiting new regulations on cadre, civil servant, and public employee card numbers, the staff number of the card is still applied according to the instructions of Circular No. 152/TCCP-VC dated May 5, 1994 of the Government Organization and Personnel Committee (now the Ministry of Home Affairs) on instructions for making forms and cards.

6. Colored photo of the person issued the card, 3 x 4cm in size, in the lower left corner of the card.

7. Colored image of the National Emblem in accordance with regulations in the upper left corner of the card.

What are regulations on the position and wearing regime of cadres, civil servants, and public employees cards in Vietnam?

Pursuant to Article 5 of the Decision 06/2008/QĐ-BNV stipulating wearing position of cadres, civil servants, and public employees cards in Vietnam as follows:

1. Cadre, civil servant, and public employee cards are worn on the right chest using a lanyard or a pin.

2. The distance from the chin to the top edge of the cadre, civil servant, and public employee card is 200-300mm.

Pursuant to Article 6 of the Decision 06/2008/QĐ-BNV stipulating wearing regime of cadres, civil servants, and public employees cards in Vietnam as follows:

1. Cadres, civil servants, and public employees must wear their cards when performing official duties.

2. In the case of cadres, civil servants, and public employees who are subject to security measures under separate regulations, they are not required to comply with the card wearing regime prescribed in this Decision.
