Pursuant to Clause 2 Article 6 of the standards for titles, responsibilities and tasks; Minimum safe manning of crew on patrol boats, customs control promulgated together with Decision 2328/QD-TCHQ in 2020 stipulating the duties of Chief Engineer on patrol boats and customs control as follows:

- Organize the management and operation of the mechanic department to manage the safe operation of all machinery, auxiliary machinery, electrical machinery, electrical equipment, other dynamic systems and equipment. Ensure technical safety in the use, preservation, maintenance and repair of machinery and systems and equipment managed by other departments such as anchoring machines, mechanical parts of steering machines, cargo cranes, etc. winch systems, piping systems, ventilation systems and other systems and instruct crew members of these components to operate in accordance with regulations.

- Regularly inspect and monitor the implementation of procedures and regulations on technical and occupational safety under their respective departments. Regularly supervise and monitor the implementation of fire prevention and fighting regulations in engine rooms, power stations, workshops, warehouses, working rooms, living rooms and other areas managed by the machinery department. Organize management and administration, assign mechanics to perform shift duty. Record and confirm the engine log, oil log and operation monitoring books of the ship's machinery and equipment managed by the engine department.

- Organize for crewmembers to timely repair machinery and equipment breakdowns and damage; maintaining the correct mode of maintenance, regular, unexpected and periodical maintenance of machinery and equipment; propose a plan for periodic repair of machinery and equipment under his/her charge and inspect the repair results; at the same time, monitor the use and preservation of allocated technical materials and fuel.

- Directly control the ship's engine when maneuvering ships in and out of ports, narrow channels, dangerous areas, limited visibility, or when chasing, suppressing, or sideboarding violating vehicles. To promptly and accurately carry out the master's command to maneuver the ship; if for any reason it is not possible or delayed, the chief engineer officer must promptly report it to the master for handling. In special cases, if the master's orders are executed, it will endanger the life of the crew or damage the machinery and equipment, Chief Engineer must immediately report to the master and only obey the master's orders when the master decides to continue to execute the aforesaid orders. The master's order and its execution shall be recorded in the logbook and the engine logbook.

- When necessary at the request of the Master, the Chief Engineer shall arrange a number of mechanics to assist in the suppression and arrest of violators or vehicles or perform a number of self-defense and protection activities.

- Prepare reports on the condition of the ship's machinery and equipment in accordance with the prescribed regime. Anticipate difficulties and possible damage to machinery and equipment and prepare appropriate measures to effectively overcome problems when incidents occur. In the event of a breakdown in machinery or equipment, the chief engineer officer shall act according to his or her responsibility and experience to handle such incident and in accordance with regulations; Develop, organize, implement and inspect the implementation of the machine maintenance and preservation plan.

- Organize training to improve professional qualifications for crew members of the engine department; perform the duties of the second engine if there is no second engine on board.

- Have a clear background, good ethics, healthy lifestyle, internal solidarity, strong collective building;

- Firmly grasp the mode of preservation and maintenance, the principles of using all kinds of machinery and equipment of the unit, have experience in industry management, and provide professional training for mechanics.

What are responsibilities of Vice Chief Engineer on patrol boats and customs control in Vietnam?

Pursuant to Clause 1 Article 7 of the standards for titles, responsibilities and tasks; Minimum safe manning of crew on patrol boats, customs control promulgated together with Decision 2328/QD-TCHQ in 2020 stipulating responsibilities of Vice Chief Engineer on patrol boats and customs control in Vietnam as follows:

Organize the operation, management and operation of the ship's engine system and the mechanic's department; ensure the technical safety of the machinery system, promptly respond to the operational requirements of the ship when there is no chief engineer.
