Based on Article 6 of Decree 178/2024/ND-CP on the criteria for evaluating officials and public employees and employees to implement arrangement and resolution of policies:
Article 6. Criteria for evaluating officials and public employees and employees to implement arrangement and resolution of policies
Collectively, party committees, governments, and the heads of each agency, organization, and unit must review and evaluate all officials and public employees and employees within their management scope based on the results of task performance in the 3 most recent years according to the following criteria:
- Criteria for evaluating moral qualities, sense of responsibility, discipline awareness, discipline in the execution of duties and public service of officials and public employees and employees.
- Criteria for evaluating professional and operational competence; the ability to meet the requirements regarding progress, time, and quality of regular and extraordinary task execution.
- Criteria for evaluating the work results and products associated with the functions and duties of the agency, organization, unit that officials and public employees and employees have achieved.
- For officials and public employees evaluated as having outstanding qualities and competence, they must meet the 3 criteria specified in clauses 1, 2, and 3 of this Article, and simultaneously ensure criteria evaluating innovation, creativity, daring to think, daring to act, daring to take responsibility for the common good and have exemplary, outstanding achievements that benefit the agency, organization, unit.
The criteria for evaluating officials and public employees and employees to implement arrangement and resolution of policies include:
- Criteria for evaluating moral qualities, sense of responsibility, discipline awareness, discipline in the execution of duties and public service of officials and public employees and employees.
- Criteria for evaluating professional and operational competence; the ability to meet the requirements regarding progress, time, and quality of regular and extraordinary task execution.
- Criteria for evaluating the work results and products associated with the functions and duties of the agency, organization, unit that officials and public employees and employees have achieved.
- For officials and public employees evaluated as having outstanding qualities and competence, they must meet the above 3 criteria and simultaneously ensure criteria evaluating innovation, creativity, daring to think, daring to act, daring to take responsibility for the common good and have exemplary, outstanding achievements that benefit the agency, organization, unit.

Which cases are not yet considered for job termination in implementing organizational arrangement of the political system in Vietnam?
Based on Article 4 of Decree 178/2024/ND-CP on cases not yet considered for job termination:
Article 4. Cases not yet considered for job termination
- Subjects specified in Clause 1, Article 2 of this Decree are females who are pregnant, on maternity leave, or raising a child under 36 months of age, except in cases of voluntary resignation.
- Persons who are under disciplinary consideration or criminal investigation, or inspection due to signs of violation.

- Officials and public employees in leadership, management, and officials and public employees
- Commune-level officials and public employees
- Persons working under labor contract policies according to labor law regulations prior to January 15, 2019, and persons working under labor contract policies applied as officials
- Officers, professional soldiers, workmen, and defense public employees of the Vietnam People's Army
- Officers, salaried non-commissioned officers, policemen, and contract workers whose salaries are paid from the state budget of the People's Security
- Persons working in cipher organizations

- The use, evaluation, and classification of the quality of officials must be based on political qualities, ethics, and the ability to perform public duties.
- Implementing gender equality.
